Consideration of Appointments:  Housing Commission

STAFF RECOMMENDED ACTION:

Make one appointment to a Building & Real Estate Professional - Any seat expiring in September 2025.
Make one appointment to a Building & Real Estate Professional - Any seat expiring in September 2026.
Make one appointment to a Building & Real Estate Professional - Developer seat expiring in September 2026.
Make three appointments to Community Representative seats to terms expiring in September 2026.

Executive Summary:

The Housing Commission consists of thirteen (13) voting members; twelve (12) members appointed by the City Council and one (1) representative from the Flagstaff Housing Authority Board of Commissioners. The Commission serves as an advisory board to City Council regarding housing policies, needs, and programs in Flagstaff. There are currently five six seats available: two three seats for Building and Real Estate Professionals with the requirement to have at least one Developer and three seats for Community Representatives. 

The authority for the commission requires that the members shall be appointed into one of three professional categories: Building and Real Estate Professionals (6 members requiring at least one builder, one developer, one realtor, one lender, and one residential multi-family/property management representative); Low Income Housing Experts (3 members); and Community Representatives (3 members).

There are seven (7) Community Representative applications, one (1) Building and Real Estate Professional - Developer application, and one (1)  two (2) Building and Real Estate Professional - Other applications on file for consideration by the Council. Please note that staff received a resignation from a member on August 25, 2023 and an application that would suffice for the seat on August 25, 2023. The applications are as follows:
  • Caitlin Andrews - Community Representative (new applicant)
  • Eric Brownfield - Building and Real Estate Professional - Realtor (new applicant)
  • Tyler Denham - Community Representative (current commissioner)
  • Sandi Flores - Community Representative (current commissioner)
  • Cory Runge - Building and Real Estate Professional - Other (new applicant)
  • Nikki Sharp - Community Representative (new applicant)
  • Charlie Silver - Community Representative (new applicant)
  • Rashida Sumionski - Community Representative (new applicant)
  • Kolby White - Community Representative (new applicant)
  • Hayley Zoroya- Building and Real Estate Professional -  Developer (current commissioner)
In an effort to reduce exposure to personal information, the applicant roster and applications will be submitted to the City Council separately.

COUNCIL APPOINTMENT ASSIGNMENT: Councilmember Sweet, Councilmember Matthews, Mayor Daggett, Councilmember House, Councilmember Harris, and Vice Mayor Aslan

Financial Impact:

These are voluntary positions and there is no budgetary impact to the City of Flagstaff.

Options and Alternatives:

  1. Appoint five six Commissioners: By appointing members at this time, the Housing Commission will be at full capacity, allowing the group to meet and provide recommendations to the City Council.
  2. Table the action to allow for further discussion or expand the list of candidates.

Community Involvement:

The City's boards, commissions, and committees were created to foster public participation and input and to encourage Flagstaff citizens to take an active role in city government.

Expanded Options and Alternatives:

INFORM: The vacancies are posted on the City's website and individual recruitment and mention of the openings by Board members and City staff has occurred, informing others of these vacancies through word of mouth.
