TITLE:

Consideration of Appointments:  Commission on Inclusion and Adaptive Living

STAFF RECOMMENDED ACTION:

Make four appointments to terms expiring March 2026. 

Executive Summary:

The Commission on Inclusion and Adaptive Living consists of seven citizens serving three-year terms. The commission's goals are to expand educational opportunities; improve access to housing, buildings, and transportation; have greater participation in recreational, social, and cultural activities; encourage greater opportunity for employment; and expand and strengthen rehabilitative programs and facilities. There are currently four seats available, due to two resignations and two seats which have reached the end of their terms. Due to the vacant positions, the commission is having a hard time reaching quorum at their meetings. Staff is asking that Council at least fill the two vacant positions. One of the current commissioners has reached his term limit, so he is not eligible to reapply, while the other commissioner has reapplied for his seat. It is important to fill vacancies on Boards and Commissions quickly so as to allow the Commission to continue meeting on a regular basis.

There are four applications on file for consideration by the Council, they are as follows:
  • Keith Becker (current commissioner)
  • Michele Eisenberg (new applicant)
  • Susan Purrington (new applicant)
  • Russell Randall (new applicant)
In an effort to reduce exposure to personal information the applicant roster and applications will be submitted to the City Council separately.
 
COUNCIL APPOINTMENT ASSIGNMENTS: Councilmember House, Councilmember Harris, Councilmember Sweet, and Mayor Daggett

Financial Impact:

These are voluntary positions and there is no budgetary impact to the City of Flagstaff.

Options and Alternatives:

  1. Appoint two Commissioners: by appointing two members at this time, the Commission on Inclusion and Adaptive Living will have five members who are serving in unexpired seats and two who are serving in expired seats.
  2. Appoint four Commissioners: by appointing four members at this time, the Commission on Inclusion and Adaptive Living will have be at full capacity which will allow the group to more easily reach quorum and continue meeting to provide recommendations to the City Council.
  3. Table the action to allow for further discussion or expand the list of candidates.

Community Involvement:

The City's boards, commissions, and committees were created to foster public participation and input and to encourage Flagstaff citizens to take an active role in city government.

INFORM: Board members and City staff have informed the community of these vacancies through word of mouth in addition to the posting on the City's website.
