TITLE:
Consideration and Ratification of Grant Agreement: Ratify Grant Agreement between the City of Flagstaff and the U.S. Department of Transportation, Federal Aviation Administration (FAA) for the construction of a Snow Removal Equipment Building (SREB).
STAFF RECOMMENDED ACTION:
Ratify the Grant Agreement with the Federal Aviation Administration for the Airport Snow Removal Equipment Building for grant funds in the amount of $4,426,783.
Executive Summary:
City Council is being asked to ratify this grant agreement. The grant was offered on September 11, 2023, and was required to be accepted by September 15, 2023. Due to the immediate turnaround required, there was not sufficient time to request City Council action and therefore the grant was accepted by the City Manager.
This grant is part of a multiple grant funding opportunity (three separate grants are anticipated) to deliver this much needed City facility. The delivery of the SREB project will ensure the investments made by City, state and federal funds on equipment is secured and is anticipated to increase the overall level of service of the runway snow operations. Once the project is completed, the efforts will result in an improved quality of air transportation network during the winter months. The City of Flagstaff community continues to support initiatives improving and maintaining quality infrastructure throughout out transportation network.

Financial Impact:
Grant award amount is $4,426,783, with a City match of $217,304 and an Arizona Department of Transportation match of $217,304 for a total of $4,861,391. The total estimated project cost is $24,780,722, this is one of multiple grant awards to fund the project.
This project is a multiple year project and is partially budgeted in 221-07-222-6271-0-4434 in FY 2024 with the full project included the Airport capital improvements 5 year plan.

Background and History:
A Request for Proposal was solicited for Professional Architectural Design Services, bids were received
on April 2, 2020 and on July 7, 2020 council approved the contract with APMI in the amount of $859,977.
Based on bids, the City received a Grant Offer on July 13, 2020 from FAA for the Airport Improvement

Key Considerations:
The project design was 100% funded by FAA. The construction grant will be funded through a number of grant awards (anticipating three total) using Entitlement funds, Airport Bipartisan Infrastructure Law funds, and competitive Discretionary funding. In addition, each grant award will be partially matched by AZ Department of Transportation, Aeronautics Section.
Community Involvement:
The City will benefit in numerous ways with the completion of this project. There will be a consolidation of
facility resources (staff, equipment…) and thus, efficiency in these services is expected to increase. The facility will increase the efficiency of snow removal operations at the airport and extend the life of airport equipment by providing a protected storage area.

Consult – Staff will continue to share the design progress with the airport commission as well as City
