TITLE:
Consideration and Approval of Contract: Cooperative Purchase Contract with Zamboni Company USA, Inc. in the amount of $222,135.00, plus other fees and taxes, for a fully electric Zamboni ice resurfacing vehicle.
STAFF RECOMMENDED ACTION:
- Approve the Cooperative Purchase Contract with Zamboni Company USA, Inc. in the amount of $222,135.00, plus other fees and taxes, for a fully electric Zamboni ice resurfacing vehicle; and
- Authorize the City Manager to execute the necessary documents.
Executive Summary:
Zamboni Company USA, Inc. holds a cooperative procurement agreement with Sourcewell (#120320-FZC). An ice resurfacing vehicle is a vital piece of equipment used daily in proper maintenance of ice rinks. Parks, Recreation, Open Space and Events (PROSE), with approval by the Fleet Management Committee, is seeking to replace an ice resurfacing vehicle from 1996 which has reached the end of its useful life. The current ice resurfacer, which was purchased in 2014, will become the backup. Most importantly is that the new ice resurface vehicle is fully electric to become the vital piece of equipment used daily for over 16-hours per day, 7-days per week. The savings on usage of propane will be analyzed as the typical fueling aspect for an ice resurface vehicle, and the switch to fully electric meets the Carbon Neutrality Plan which is an overarching goal of the PROSE team.
Financial Impact:
Funding for this unit was approved by the Fleet Management Committee during the FY2024-25 budget process with funds placed in the Recreation Section rolling stock fleet (001-11-156-0590-5-4401) account in the amount of $220,000.00. The remaining balance of funding to cover the cost overage of $20,000.00 for estimated tax, will be covered between the Recreation Section Capital account 001-11-156-0580-5-4409 and PROSE Project account 055-11-158-3067-5-4433.

Options and Alternatives to Recommended Action:
Not approve the budgeted purchase for the ice resurfacing vehicle.
Background and History:
PROSE staff have reviewed the entire Division fleet with continual touches on the priority needs keeping electrification at the forefront. Through PROSE representatives and the Fleet Management Committee with full support, the team identified this large replacement ice resurfacing vehicle as a high priority for rolling stock funds for FY24/25 knowing that there are large Fleet needs of partner Divisions in the fiscal years forward.
The manufacturer, Zamboni Company USA, Inc., has been awarded a cooperative procurement contract with Sourcewell, meeting the needs of both the PROSE Division and Management Services Division. The City Procurement team reviewed the agency contract for validity and fairness. Resulting in a Cooperative Purchase Contract to purchase the electric ice resurfacer for $222,135.
The electric Zamboni will be used daily during the operating hours of Jay Lively Activity Center (ice rink) 365 days per year. The current 2014 propane fueled Zamboni will be used as the backup vehicle when needed, placing the ice rink operations in a manageable setting for a large amount of years pertaining to fleet.
