TITLE:

Consideration and Approval of Contract: Cooperative Purchase Contract with Courtesy Chevrolet in the amount of $55,631.64, for the purchase of one (1) Chevrolet 2500 Silverado WT for Facilities.
 

STAFF RECOMMENDED ACTION:

  1. Approve the contract with Courtesy Chevrolet for the purchase of one (1) Chevrolet Silverado 2500 WT in the amount of $ 55,631.64 for Facilities; and
  2. Authorize the City Manager to execute the necessary documents.

Executive Summary:

The Cooperative Purchase Contract will result in the purchase of one (1) Chevrolet Silverado 2500 WT. 

The Public Works Facility Section's new position was approved for FY24 and in FY25 the Facility Section received budget approval to acquire a reliable work truck that is essential for the job duties.  It's important to consider the vehicle's capabilities, such as payload capacity and utility features, to support the Section's operational requirements effectively. The vehicle will be used for heavy job duties that will require certain specifications for snow operations as well as tow trailers with large equipment.  The truck has been recommended and approved by the Fleet Management Committee (FMC) and Budget Team for the requested action.

Policy Impact:

The acquisition of a new vehicle, following thorough review and approval by the Fleet Management Committee (FMC) and Sustainability, reflects a strategic decision to meet specific operational needs. The choice to opt for a non-EV model was approved by Sustainability, ensuring the vehicle's capabilities align with the demands of snow operations, towing of heavy equipment and trailers. 

Previous Council Decision or Community Discussion:

The prior purchase of vehicles from Courtesy Chevrolet this year has a cumulative effect of awarding contract values that exceed $100,000 to one vendor.  Due to the fact that the procurement threshold will be passed this action triggers a Council review of additional purchases in this fiscal year.  


 

Options and Alternatives to Recommended Action:

  1. Approve purchase of one Chevrolet Silverado 2500 WT pickup; or
  2. Defer the  purchase of one Chevrolet Silverado 2500 WT and recommend City staff procure needed vehicle through a different procurement method.
  3. Provide staff with alternative direction and guidance as desired to fulfill the outcome of securing equipment for the operations. 

Background and History:

Fleet discussed the procurement of an additional vehicle for the Facility Section to ensure the operational needs of the Section are met. The majority of the Facility fleet is made up of compact and ½ ton trucks, including two (2) fully electric pickups. The Facility Section utilizes one ¾ ton pickup to facilitate hauling heavier payloads, towing operations of the sections 10,000 lb. capacity trailer, and snowplow operations to aid in keeping city facilities parking areas cleared during snow events. The second heavy duty truck to share in meeting these needs was highlighted as a priority for the Section, as one truck has proven to not be enough to manage these tasks for the Facility Section in the past year.

During this procurement process, this vehicle had specific specifications that support the operational need and has factory setup for the use of a snowplow. The desired specifications and vehicle were not available locally for procurement. Courtesy Chevrolet has the vehicle that meets the operational specifications available on the lot and under State Contract CTR059315.
