TITLE:

Consideration and Adoption of Resolution No. 2024-49:  A resolution of the Flagstaff City Council, approving an Intergovernmental Agreement between Arizona Department of Public safety and the City of Flagstaff for Law Enforcement Retention Initiatives Funding.
 

STAFF RECOMMENDED ACTION:

Executive Summary:

The challenges of employee retention, recruitment, and morale are pressing issues in law enforcement today. Agencies face increasing difficulties in attracting qualified candidates, retaining skilled officers, and sustaining morale amid demanding workloads, public scrutiny, and the ever-evolving nature of policing. A comprehensive Performance Recruiting and Coaching Tool can be a game-changer in addressing these challenges.

The pool of candidates interested in law enforcement careers has significantly dwindled due to public perceptions, increased job-related stress, and competition from other industries. A dedicated tool can enhance outreach by using data analytics to tailor recruitment efforts to individuals who are more likely to thrive in law enforcement. By integrating automated assessment, skill evaluations and personality tests it can ensure agencies are attracting candidates with the right aptitude and mindset.

Retention is a critical issue as agencies struggle with turnover, early retirements, and officer burnout. Having a comprehensive tool in place to help foster career growth through coaching, mentorship and career development pathways officers can see a future within the organization, increasing job satisfaction and loyalty.

Investing in a Performance Recruiting and Coaching Tool is a proactive approach to addressing recruitment, retention, and morale challenges in law enforcement. By focusing on both organizational needs and the well-being of its officers, agencies can build a more sustainable, motivated, and effective workforce that is better prepared to serve the community.

Financial Impact:

An Intergovernmental Agreement between the city and Arizona DPS is required in order for DPS to transmit the funds to our agency.  After obtaining the funding, the Police Department will work on selecting and procuring the services covered by this IGA.

In the fiscal year 2024-2025, the Arizona Legislature appropriated funds specifically for law enforcement retention. House Bill 2897 (HB2897) outlines allocations to various law enforcement agencies for recruitment and retention services and software. These funds are intended to support programs that improve officer retention rates and attract new recruits. These combined efforts reflect a comprehensive approach by DPS and associated agencies to address recruitment and retention challenges, ensuring that law enforcement personnel are adequately supported and equipped to serve Arizona's communities effectively.

An Intergovernmental Agreement between the city and Arizona DPS is essential for ensuring that state-allocated funds are used effectively, transparently, and in compliance with legal requirements. It creates a framework for collaboration, clarifies expectations, and provides accountability, which ultimately benefits the community by enhancing the effectiveness of law enforcement programs and initiatives.
