TITLE:
Consideration and Approval of Contract: Cooperative Purchase Contract with Samsara, Inc. in the amount of $173,643.52, for the vehicle telematics licensing (hardware is included) for a 36-month period. This contract will provide telematics for specified units with the Streets, Solid Waste, Fleet Services, Sustainability, Library, Water Services, and PROSE sections/divisions.
STAFF RECOMMENDED ACTION:
- Approve the 36-month Cooperative Purchase Contract with Samsara, Inc. in the amount of $173,643.52; and
- Authorize the City Manager to execute the necessary documents.
Executive Summary:
The Cooperative Purchase Contract will result in the purchase of vehicle/equipment telematics for 203 city capital assets, including refuse trucks, plow trucks, pickups, and various equipment. Public Works, Sustainability, PROSE, Water Services, and the Library will utilize this contract to document various aspects of their fleets. The information is used in route optimization, fuel savings, best practice operations and training. The information is also used in incident investigations and accidents. The data has proven invaluable to limit exposure to the city and assist as one piece of data used to understand activities and equipment status.
Financial Impact:
The City Divisions involved in this Cooperative Purchase Contract will use funds from their existing budget accounts to pay for the software licensing. All but one City Division currently uses vehicle telematics from another vendor. This contract with Samsara, Inc. provides telematics at a lower monthly cost per asset compared to the current provider, is substantially more reliable, and offers better service.
Policy Impact:
Vehicle/equipment telematics will be used to enhance and manage city capital assets. Fleet utilization will be greatly enhanced through the addition of telematics on city assets.

Options and Alternatives to Recommended Action:
- Do not approve the Cooperative Purchase Contract with Samsara, Inc. telematics. City Divisions will continue to utilize existing telematics; or
- Provide alternative direction to staff and discuss further with end users.
Background and History:
City Divisions work to enhance and effectively manage their current fleet and equipment. Telematics technology enables city departments to better track and manage their vehicles and equipment through the use of GPS and telecommunication technologies. Telematics can capture numerous data points such as location, speed, performance, vehicle health, and live camera feeds. This detailed and immediate data can enhance operator safety, vehicle efficiency, training, service levels, vehicle condition, and sustainability. City staff have been utilizing telematics for several years on select equipment. Samsara, Inc.'s telematics software not only provides cost savings on monthly expenses but also offers a more advanced platform compared to previous providers. For several months, staff members have been testing the Samsara, Inc. software and devices on their fleet, experiencing firsthand the benefits. Samsara, Inc. is available through a Sourcewell contract 020221-SAM.
