TITLE:

Consideration and Action on Liquor License Application:  Kyle Winfree, "All You Mead", at 2781 W Pico Del Monte Cir, Series 13 (Farm Winery), New License
 

STAFF RECOMMENDED ACTION:

  1. Forward the application to the State with a recommendation for approval;
  2. Forward the application to the State with a recommendation for denial based on the testimony received at the public hearing and/or other factors.

Executive Summary:

The liquor license process begins at the State level and applications are then forwarded to the respective municipality for posting of the property and holding a public hearing, after which the Council recommendation is forwarded back to the State. A Series 13 license is for a winery located in Arizona that produces at least 200 gallons but not more than 40,000 gallons of wine annually. The license has on and off-sale retail privileges and allows the holder to sell, deliver and serve wine produced on the premises for on and off-sale consumption and sampling. A farm winery that produces not more than 20,000 gallons of wine in a calendar year may make sales of wine produced on premises to consumers who order by telephone, mail, fax, catalogue or internet per A.R.S. §4-205.04(C)(9)(a)-(g). Other than this exception, Internet sale of liquor is not permitted in the state of Arizona. A.R.S. §4-205.04(D)

All You Mead is an existing business in Flagstaff. If approved, it will be one of two series 13 licenses in Flagstaff.

The application was properly posted on December 27, 2024 and the Police and Community Development divisions have reviewed the application and their reports are included in the Agenda Packet. No written protests have been received to date.

There is no budgetary impact to the City of Flagstaff as this is a recommendation to the State.
