TITLE:

Consideration and Adoption of Resolution No. 2025-13:  A resolution of the Flagstaff City Council, approving an Intergovernmental Agreement between the City of Flagstaff and MetroPlan for the Safe Streets and Roads for All (SS4A) Safe Streets Master Plan grant award.

Executive Summary:

In 2024, MetroPlan of Greater Flagstaff and the City of Flagstaff applied for a Safe Streets and Roads for All supplemental planning grant for funding to procure a Safe Streets Master Plan, which will become the City's transportation master planning document. The grant award of $2,140,000, provided by the Federal Highways Administration, covers 80% of the project's total cost. The City of Flagstaff has committed $500,000 in matching funds, and Mountain Line and Coconino County have committed a combined $35,000 in matching funds, which together cover the local share of project costs at $535,000 or 20% of the project's total cost. MetroPlan shall provide grant administration, contract for Third-Party Consultant services to complete the project, and coordinate closely with the City of Flagstaff on project direction. The City will co-direct the work of the Third-Party Consultant with MetroPlan and has final authority to review and accept deliverables from the Third Party Consultant limited to those items directly affecting City facilities or policy and regulatory documents.

Options and Alternatives to Recommended Action:

- Approve the IGA with MetroPlan
- Not approve the IGA with MetroPlan which would prevent $2,140,000 of financial benefit to the City of Flagstaff for improving multimodal transportation planning in Flagstaff

Background and History:

This project will procure several deliverables for transportation planning in the Greater Flagstaff region. The grant application commits the City and MetroPlan to procure a comprehensive set of Complete Street Guidelines, a Master Plan for City transportation, a review of City engineering standards to streamline the development process, and an interactive online mapping tool of Flagstaff's transportation networks with connections to applicable guidance.

1.2 Provide frequent and comfortable crossings to eliminate barriers and avoid breaks in pedestrian and bicycle networks.
1.7 Identify and take advantage of opportunities to fund and implement the pedestrian and bicycle network.
4.5 Verify that walking and biking facilities allow and encourage safe behavior for all users.
