TITLE:

Consideration and Approval of Contract:  Approve the Construction Contract with Hope Construction LLC for Sport Courts at Bushmaster Park.
 

STAFF RECOMMENDED ACTION:

  1. Approve the Construction Contract with Hope Construction LLC (“Contractor”) in the amount of $2,168,892 and a contract time duration of 210 calendar days; and
  2. Authorize the City Manager to execute the necessary documents.

Executive Summary:

The contract award of $2,168,892 is proposed to construct two (2) new basketball courts, two (2) new tennis courts and eight (8) new pickleball courts, plus new sports court lighting, new hardscape and sitework, fencing and landscaping at the community park. The existing two (2) basketball courts and two (2) tennis courts that are dual-striped for eight (8) pickleball courts will be demolished to create the new amenities.

Options and Alternatives to Recommended Action:

  1. Approve the Construction Contract award as recommended. Approval will allow work on the project to begin in May 2025.
  2. Reject all bids. This action would delay or cancel the project.

Background and History:

Over the past decade, PROSE has delivered a variety of sports court improvements to the parks' system with a limited fund balance.  Through processes such as a budget request of the general fund, a grant award, Section operating capital, and lastly, through the development of a capital plan with a special revenue fund (BBB Recreation), PROSE has delivered tennis courts in Sunnyside, resurfacing of courts in Thorpe Park, dual striping at existing courts to add pickleball play, permanent pickleball and basketball courts, and now is in a position to deliver multiple sport courts at Bushmaster Park through the BBB special revenue fund. 

The project to deliver multiple sports courts at Bushmaster Park has resulted in a handful of discussions and decisions by City Council since May 2023.   This history of discussions and decisions has resulted in a professionally designed construction project of which two (2) distinct designs were created to solicit, through a competitive procurement process, the most advantageous improvement for the community.  

The Purchasing section posted an Invitation for Bid solicitation for construction on March 19, 2025, on the PlanetBids.com website and advertised 3/25/2025 & 4/1/2025 in the Arizona Daily Sun. There were two (2) firms that submitted one (1) bid for each plan set received on the opening date, April 10, 2025. After reviewing all bids received, staff determined that Hope Construction, LLC., was the lowest responsive and responsible bidder. Through the formal procurement process, an invitation for bids, the lowest responsible bidder is Hope Construction, LLC, in the amount of $2,168,892 on one (1) of the professionally designed set of construction drawings.  The professionally designed set of construction drawings includes the removal of the existing two (2) basketball courts and two (2) tennis courts with the construction of two (2) new basketball courts, two (2) new tennis courts and eight (8) new pickleball courts inclusive of new sports court lighting, new site-work, and new hard and landscapes.
