TITLE:

Consideration and Approval of Amendment to Contract: Approve the Second Amendment to the Cooperative Purchase Contract with GovernmentJobs.com, DBA NEOGOV (NEOGOV), in the amount of $102,869.72.
 

STAFF RECOMMENDED ACTION:

  1. Approve the Second Amendment to the Cooperative Purchase Contract with NEOGOV, in the amount of $102,869.72; and
  2. Authorize the City Manager to execute the necessary documents.

Executive Summary:

On April 16, 2021, the City entered into a three-year Cooperative Purchase Contract (April 2021-April 2024) with NEOGOV in the amount of $236,124.41 to obtain licenses for three software modules utilized by the Human Resources Division for recruiting, employee performance evaluations, and training ("Original Licenses"). The First Amendment added additional HR New Hire On-Boarding Services for a separate three-year term in the amount of $128,932.80. The Second Amendment renews the Original Licenses for an additional one-year term (April 2025-April 2026) in the amount of $102,869.72, and memorializes the prior one-year renewal of the Original Licenses (April 2024-2025) in the amount of $87,736.87, which was not documented as an amendment to the Initial Contract. The total contract price for the services provided by NEOGOV over a five-year term will be an amount not to exceed $555,663.80.

Financial Impact:

The cost of an additional one-year term for the Original Licenses will total $102,869.72.  Funding is budgeted within the Human Resource and Risk Management Division in account number 001-01-012-0020-1-4343

Has There Been Previous Council Decision on This:

Yes. The Initial Contract with NEOGOV was approved by the City Council in April 2021. The First Amendment was approved by the City Council in December 2023.

  1. Approve the Second Amendment as presented.
  2. Do not approve the Second Amendment.

Background and History:

The Pascua Yaqui Tribe conducted a competitive and open procurement process that resulted in a NEOGOV Online Services Agreement with NEOGOV. On April 16, 2021, the City entered into a Cooperative Purchase Contract with NEOGOV based on the Pascua Yaqui Tribe solicitation. This Second Amendment also relies upon the Cooperative Purchase Contract that NEOGOV has with the Pascua Yaqui Tribe. The City of Flagstaff Procurement department has verified that the original Cooperative Purchase Contract continues to be valid and appropriate and presents the best value to the City.
