TITLE:

Consideration and Adoption of Resolution No. 2025-48:  A resolution of the Flagstaff City Council, approving an amendment to the Intergovernmental Agreement between the Summit Fire and Medical District; the Highlands Fire District; and the City of Flagstaff for joint hiring and promotional processes.

Executive Summary:

The City entered into an Intergovernmental Agreement ("Agreement") with Highlands Fire District and Summit Fire and Medical District on December 23, 2019 with approval by City Council on November 19, 2019. The purpose of the Agreement is to allow for joint hiring and promotional processes. The original Agreement named Pinewood Fire District, but was never fully executed to include Pinewood Fire District, so the parties have maintained an informal working relationship since February 15, 2025. Staff is requesting City Council approval for an Amendment to Intergovernmental Agreement, IGA-2020-077-AG1, to add Pinewood Fire District and Airport Rescue Fire Fighting Services of the City of Flagstaff as additional parties to the Agreement. The parties to this Agreement wish to expand interagency cooperation to include hiring new firefighters and conducting promotional exams.  Hiring and promotional processes can be taxing and labor-intensive, especially the processes for new firefighters.  The Agreement allows for greater efficiency for all parties and a standardization of processes among the partners to improve results towards hiring and promoting the best candidates while maintaining our shared desire to be non-discriminatory and equal opportunity employers.

Previous Council Decision or Community Discussion:

The City Council has entered into several collaborative opportunities to the benefit of the public and firefighter safety.
  • June 2018 City entered into a mutual aid agreement with seven regional fire departments.
  • December 23, 2019 City entered into a 5-year IGA for the Joint Hiring and Promotional Process. 
  • January 15, 2020 City entered into a 5-year IGA for the Automatic Aid with two regional fire departments. 

Options and Alternatives to Recommended Action:

  1. Approve Amendment as recommended, and authorize the City Manager to execute the contract amendment.
  2. Approve Amendment with modifications, and authorize the City Manager to execute the contract amendment.
  3. Do not approve the Amendment.
