TITLE:

Consideration and Adoption of Resolution No. 2025-47:  A resolution of the Flagstaff City Council, approving an Intergovernmental Agreement (IGA) between the City of Flagstaff and the State of Arizona, acting by and through the Arizona Department of Transportation (ADOT) for the design and construction of a traffic signal at the intersection of W. Route 66 and Woody Mountain Road.

Executive Summary:

The Arizona State Legislature passed Senate Bill 1737, which appropriated $1,900,000 to be distributed to the City of Flagstaff for the design and construction of a traffic signal at the intersection of Woody Mountain Road and U.S. Route 66.  If the City approves the IGA, funds are to be distributed to the City by November 1, 2025.

MetroPlan, ADOT and the City have been working on the W. Route 66 Operational Assessment which will recommend the ultimate roadway cross-section, intersection improvements, transit and multi-modal improvements along the corridor from Milton Rd. to Flagstaff Ranch Rd.  The MetroPlan Executive Board reviewed the W. Route 66 Operational Assessment at their September 4th meeting.

Financial Impact:

Project Name:  W. Route 66 and Woody Mountain Rd. Traffic Signal
Cost:  $1,900,000

There is no budget appropriation identified for this project in FY2025-26 budget.  When this project moves into the design phase, budget appropriation will be required to be identified to ensure the city is in compliance with state statutes and Engineering Division expenditures stays within budget.

Options and Alternatives to Recommended Action:

1. Approve the IGA with ADOT as presented. 
2. Reject and direct staff to renegotiate the terms of the IGA with ADOT and/or State Legislature.
