TITLE:
Consideration and Approval of Contract: Approval of cooperative purchase from RWC International DBA RWC Group for Public Works and Water Services Divisions under State of Arizona - Arizona Department of Transportation (ADOT) Contract No. CTR069476 in the amount of $626,043.42
- One (1) 10-wheel plow truck - Public Works - $430,647.12
- One (1) 6-wheel dump truck - Water Services - $195,396.30
STAFF RECOMMENDED ACTION:
- Approve the cooperative purchase of one (1) plow truck for the Streets section and one (1) dump truck for Water Services from RWC International for the amount of $ 626,043.42; and
- Authorize the City Manager to execute the necessary documents.
Executive Summary:
Staff is requesting that City Council approve the cooperative purchase of heavy equipment to support the Streets and Water Services Sections. This purchase will be made through a State of Arizona - Arizona Department of Transportation (ADOT) Contract No. CTR069476 and will include two (2) medium-duty trucks from RWC International.
- The Streets Department requests approval to purchase one (1) 6x4 10-wheel snowplow/dump truck. This will function as a dump truck for hauling operations and emergency response, and as a plow truck during winter operations. The quote includes emergency lighting, snow plow, spreader box, and hydraulic controls for plow and spreader operation. This vehicle will replace an existing vehicle that has exceeded its useful life and mileage expectations. This replacement was viewed and approved by the Fleet Management Committee and included in the FY26 budget.
- The Water Services Division requests approval to purchase one (1) 4x2 dump truck. This vehicle will support daily operations as well as emergency responses to events such as water main breaks and other critical service events. This replacement was reviewed and approved by the Fleet Management Committee and included in the FY26 budget.
Financial Impact:
- The Streets Department will utilize $415,500 from Rolling Stock Account 040-06-161-0612-6-4401, as outlined and approved in the FY2025-26 budget, with the overage coming from 040-06-161-0612-6-4313 in the amount of $15,147.12. This purchase will be funded through Highway User Revenue Funds (HURF), with ongoing maintenance costs covered by the Streets utilizing HURF.
- The Water Services Division will utilize $195,396.30 of $200,000 from Rolling Stock Account 203-08-313-1134-0-4401, as outlined and approved in the FY2025-26 budget.
The total financial impact for both purchases is $626,043.42.

Well-maintained transportation networks are essential to providing safe and reliable service for City of Flagstaff agencies and residents. Snow operations and emergency equipment ensure roadways remain safe and passable for the public and emergency services. The Streets Department’s 10-wheel dump truck will be used for hauling materials during both daily and emergency operations. All Streets dump trucks are outfitted with a snowplow, cinder spreader, and emergency lighting. This equipment is critical to daily street maintenance, snow operations, and emergency response.
Water Services Division
The public depends on specialized equipment to support the operation and maintenance of wastewater collection, stormwater collection, and water distribution systems. Having the appropriate type and number of vehicles allows staff to address issues promptly and maintain reliable service. The proposed dump truck is vital for both emergency and non-emergency operations, including after-hours response. Its availability helps minimize customer water outages and reduces traffic impacts by allowing excavation and back-filling work to be completed quickly and efficiently.
Procurement
The City of Flagstaff Team utilized an agency contract to develop a cooperative contract for purchase. The Arizona Department of Transportation conducted a competitive and open procurement process through Request for Proposal BPM005536 that resulted in CTR069476 with Contractor. Contract #CTR069476 shall continue until January 17, 2026, unless terminated, canceled or extended as otherwise provided by the terms of that contract. If Contract #CTR069476 is extended, the Contractor must provide written proof which may be accepted by the City Manager or his/her designee without City Council approval.
