TITLE:
Consideration and Acceptance of Easements and Right-of-Way by Final Plat: Request from EPS Group, Inc, on behalf of CDR Devcorp LTD, for City acceptance of easements and right-of-way dedicated by the final plat of "The Lookout at Canyon del Rio" located at 3770 E Whetstone Dr. This plat is a 50-lot single-family subdivision using Planned Residential Development (PRD) Standards on 7.11 acres in the Medium-Density Residential (MR) Zone within the Resource Protection Overlay (RPO).
STAFF RECOMMENDED ACTION:
Accept the easements and right-of-way and authorize the Mayor to sign the Final Plat when notified by staff that all documents are ready for signature and recordation.
Executive Summary:
EPS Group, Inc, on behalf of CDR Devcorp LTD, requests Final Plat approval of "The Lookout at Canyon del Rio", 50 single-family lot subdivision located at 3770 E Whetstone Dr on 7.11 acres in the MR Zone within the RPO using PRD standards. All public land dedications and all lands dedicated for maintenance by the City must be accepted by the City Council prior to the recordation of the final plat. Easements for public dedication include two public utility easements, two public access easements, two drainage easements, and two drainage maintenance easements. Maintenance and snow removal of the public access easement areas are the responsibility of the Homeowner's Association. The public rights-of-way to be dedicated on this plat, Lava Rock Loop and Boulder Ridge Drive, are residential local roads.

In 2019, City Council approved a rezoning request, development agreement, and preliminary block plat allowing the development of Canyon Del Rio. The Preliminary Plat was approved by City Council on February 4, 2025.

Background and History:
The Canyon del Rio development proposal consists of 1,426 residential dwelling units and 225,000 square feet of commercial development. The development area includes a mixture of residential unit types combined with commercial service and open space on 261 acres. The applicant is seeking Final Plat approval for "The Lookout at Canyon del Rio" consisting of 50 single-family residential lots utilizing the Planned Residential Development (PRD) standards.
