TITLE:

Consideration and Adoption of Resolution No. 2025-63:  A resolution to approve an Intergovernmental Agreement (IGA) between the City of Flagstaff and Lockett Ranches Fire District to provide fire and emergency medical services.
 

STAFF RECOMMENDED ACTION:

  1. Read Resolution No. 2025-63 by title only
  2. City Clerk reads Resolution No. 2025-63 by title only (if approved above)
  3. Adopt Resolution No. 2025-63

Executive Summary:

Staff recommends approval of the IGA with Lockett Ranches.  This provides continued contract services, including fire and emergency medical responses to the property owners in the County island covered by the Lockett Ranches Fire District.  This contract was recently approved by the Lockett Ranches Fire District governing board and is awaiting City of Flagstaff approval. 

Financial Impact:

This contract is effective July 1, 2026, and will expire June 30, 2031, and has one five-year extension option. Contract services will generate $261,780 for year one of the contract, with a 2% increase per year thereafter. The City of Flagstaff places no additional needs with the contract.

Previous Council Decision or Community Discussion:

The City of Flagstaff has been providing contract emergency services to Lockett Ranches Fire District since 2006.   Resolution 2021-46 (a 5-year contract) was approved at Council for the same contract for services. 

Options and Alternatives to Recommended Action:

Council may elect to:
- Approve the proposed IGA 
- Amend the proposed IGA  
- Disapprove the IGA  

Background and History:

The City of Flagstaff has been providing contract emergency services to Lockett Ranches Fire District since 2006.
