TITLE:

Consideration and Adoption of Resolution No. 2026-06: a resolution of the Flagstaff City Council, approving an Intergovernmental Agreement between Coconino County, for the benefit of the Coconino County Constables of the Flagstaff and Williams Precincts, and the City of Flagstaff for dispatch services.

Executive Summary:

The Flagstaff Police Department operates a Public Safety Answering Point (PSAP) that provides emergency and non-emergency dispatch services. This Intergovernmental Agreement formalizes the provision of dispatch services to the Coconino County Constables, ensuring reliable communications support and coordinated response.

Providing dispatch services through the Flagstaff Police Department promotes operational efficiency, consistent call handling, and effective coordination between agencies while leveraging existing infrastructure, technology, and trained personnel.
 

Financial Impact:

Costs associated with providing dispatch services to Coconino County on behalf of the Constables will be recovered through the fee structure outlined in the IGA. Fees are calculated to reflect the proportional cost of service and are intended to offset operational expenses. No additional staffing is required as a result of this agreement.

Policy Impact:

This agreement supports intergovernmental collaboration and efficient use of public safety resources. Centralizing dispatch services within the Flagstaff Police Department enhances communication, standardization, and accountability while maintaining service levels for the community.
