TITLE:
Consideration and Approval of Contract: Approval of the Cooperative Purchase Contract with Interim Public Management, LLC, for professional level consulting services in an annual amount not to exceed $200,000 in any fiscal year.
STAFF RECOMMENDED ACTION:
- Approve the Cooperative Purchase Contract with Interim Public Management, LLC for professional level consulting services in an annual amount not to exceed $200,000 in any fiscal year; and
- Authorize the City Manager to execute the necessary documents
Executive Summary:
City staff is requesting that City Council approve the attached Cooperative Purchase Contract with Interim Public Management, LLC (IPM) under the terms of the attached City of Phoenix agency contract, which was awarded through an open and competitive procurement process, to provide professional management level consulting services. Approving this Cooperative Purchase Contract will allow City staff to utilize interim managers and/or directors through IPM during times of vacancy to allow a competitive recruitment process to be completed. It will also allow staff to retain other professional consultant services, as needed.

Policy Impact:
Approval of the Cooperative Purchase Contract with IPM will allow the City to temporarily work with high-level management consultants to fill vacant management positions while the recruitment process for those positions is completed.

Cooperative purchase contracts with IPM were approved by City Council in 2019 and 2022.
Options and Alternatives to Recommended Action:
- Approve the Cooperative Purchase Contract with Interim Public Management, LLC; or
- Direct staff to conduct a formal competitive solicitation for the award of a City contract in lieu of utilizing the Cooperative Purchase Contract.
Background and History:
Purchasing staff has reviewed the agency cooperative contract and has found it to be within the scope of the city's needs, to have fees acceptable to the city, and is valid. This city contract will is coterminous with the agency contract.
