TITLE:
Consideration and Approval of Contract: Job Order Contract for Construction with Eagle Mountain Construction, Inc. for Fanning Wash Channel Improvements in the amount not to exceed $433,990.
STAFF RECOMMENDED ACTION:
- Approve the Job Order Contract for Construction with Eagle Mountain Construction, Inc. in the amount not to exceed $433,990; and
- Authorize the City Manager to execute the necessary documents.
Executive Summary:
The Fanning Wash Channel Improvements are a Capital Improvement Project (CIP) under the Stormwater Section to improve the drainage capacity in the Fanning Wash Channel in an attempt to decrease flooding events. The Project is identified in the 5-year plan and is budgeted in the current fiscal year (Project 3626). The Project was designed by Remal Engineering between 2025 and early 2026 with an additional contract with Beta PR for public relations. The Project is being managed by the Stormwater Section. We are hoping to complete the Project in the current fiscal year and before the monsoon flood season (also July 1st).
Eagle Mountain Construction, Inc., was one of numerous contractors selected in 2021 to provide construction work to the City through a Job Order Contracting procurement process defined by Title 34 of the Arizona Revised Statutes. Through this process, the City created a list of qualified contractors to perform construction projects for the City and each contractor entered into a master contract. Then, as the City identifies construction work, the qualified contractors on the Job Order Contracting list are provided the specs for job, bid for the project, are considered, and, if selected, enter into a subsequent Job Order Contract for Construction. Here, Eagle Mountain Construction, Inc. has been selected to enter into a Job Order Contract for Construction for the Fanning Wash Channel Improvements.

Previous Council Decision or Community Discussion:
On January 5, 2021, the City Council approved the master contract authorizing Eagle Mountain Construction, Inc. to provide Job Order Construction services to the City of Flagstaff.
Options and Alternatives to Recommended Action:
- Approve the Job Order Contract for Construction and allow for Eagle Mountain Construction, Inc. to improve the channel capacity; or
- Deny the Contract, in which case there will continue to be insufficient drainage capacity in this stretch of channel. Repetitive flooding will continue to occur.
Background and History:
Fanning Wash begins on the southern slopes of Mount Elden and continues through the eastern neighborhoods of Flagstaff before joining the Rio de Flag near Continental Country Club. The watershed is still impacted by the 1977 Radio Fire with an independent engineering analysis indicating that flood frequency and peaks are still two to three times higher, and more frequent, than before the Radio Fire. This project is one of several to increase the stormwater infrastructure capacity to mitigate repetitive flooding. This section of channel was built after World War II and is insufficient to convey large floods.
Stormwater Section is utilizing the City of Flagstaff Job Order Contractor program for faster, efficient project delivery. All contractors from the horizontal discipline were requested to issue a bid for this Project.
