TITLE:
Consideration and Approval of Contract: Cooperative Purchase Contract with Governmentjobs.com, Inc., d/b/a NEOGOV in an amount not to exceed $100,224.05 to provide software modules to support the Human Resources & Risk Management Division.
STAFF RECOMMENDED ACTION:
- Ratify and approve the Cooperative Purchase Contract with Governmentjobs.com, Inc., d/b/a NEOGOV ("NEOGOV") in an amount not to exceed $100,224.05 to provide software modules to support the Human Resources & Risk Management Division ("HRRM"); and
- Authorize the City Manager to execute the necessary documents.
Executive Summary:
More than 6,000 public sector and education organizations utilize NEOGOV to recruit, select, develop, and evaluate their workforce. The City has utilized NEOGOV since 2020 and HRRM is requesting approval of this Cooperative Purchase Contract to add the following services: 1. Insight/Online Hiring Center comprehensive employment application and recruitment process technology solution; 2. NEOGOV PERFORM comprehensive employee performance evaluation technology solution; and 3. NEOGOV LEARN comprehensive online training and development technology solution.

- Approve the Cooperative Purchase Contract with NEOGOV and allow staff to initiate the software modules in support of HRRM hiring and employee goals; or
- Reject the Cooperative Purchase Contract and provide staff alternative direction.
Background and History:
The Cooperative Purchase Contract between the City and NEOGOV is based upon the Agency Contract managed by Omnia Partners, who conducted a competitive and open procurement process that resulted in Contract No. #159698 with NEOGOV for workforce management software for government. The City of Flagstaff Procurement department has verified the cooperative purchase contract as valid.
