TITLE:

Consideration and Adoption of Resolution No. 2025-07:  A resolution of the Flagstaff City Council, approving an Intergovernmental Agreement (IGA) between the State of Arizona through the Arizona Department of Transportation and City of Flagstaff for the Arizona State Match Advantage for Rural Transportation (AZ SMART) Match Reimbursement for the Butler Avenue Complete Streets Conversion project.

Executive Summary:

In 2023, the City of Flagstaff and MetroPlan of Greater Flagstaff applied for a Safe Streets for All implementation grant for the Butler Avenue Complete Streets Conversion project in the amount of $9,611,991 with a total project cost of $12,014,989. The grant was awarded by the Federal Highway Administration and the City of Flagstaff assumed responsibility to pay $2,402,998 in match. City staff then applied to the AZ SMART Fund through Arizona Department of Transportation (ADOT) to cover this $2,402,998 in local match. This project was reviewed and approved by both the ADOT Priority Planning Advisory Committee and the State Transportation Board. This funding was awarded in 2024 and will cover the City's match responsibility for the Butler Avenue Complete Streets Conversion project. This resolution will authorize the City of Flagstaff to enter into the IGA.

Previous Council Decision or Community Discussion:

- Council adopted in 2022 and approved an amendment in 2023 to the Active Transportation Master Plan to include this project. 
- Council approved the federal Safe Streets and Roads for All Grant Agreement on 6/18/2024.

Options and Alternatives to Recommended Action:

- Approve the IGA with the State of Arizona.
- Not approve the IGA with the State of Arizona which would require the City to pay the full match amount from Proposition 419. 

Background and History:

The Butler Avenue Complete Streets Project will design and construct three protected intersections between Milton Road and Sawmill Road, create enhanced crossings of Butler Avenue at Humphreys Street and O'Leary Street, and create enhanced pedestrian and cyclist facilities along the length of the project area.
