TITLE:

Public Hearing: Flagstaff Regional Land Use Plan 2045 Adoption
 

STAFF RECOMMENDED ACTION:

  1. Hold the Public Hearing
  2. Adopt the Flagstaff Regional Plan 2045 by resolution with the following conditions: 
    1. Update the plan per the attached Errata.
    2. Make changes to the Plan as listed in the Conditions of Approval document prepared and reviewed during the hearing.
  3. Read Resolution No. 2025-56 by title only
  4. City Clerk reads Resolution No. 2025-56 by title only (if approved above)
  5. Adopt Resolution No. 2025-56

Executive Summary:

Flagstaff and Coconino County have worked jointly on land use and transportation planning for the Flagstaff Region since the late 1990s.  Vision 2030, the 2001 Flagstaff Land Use and Transportation Plan, and the Flagstaff Regional Plan 2030 (adopted 2014) have all been created through regional collaboration, analysis and policy making. The Vision of the Flagstaff Regional Land Use Plan 2045 (the Plan) is “As the Region evolves, we commit to preserving our unique character, embracing our rich history, and safeguarding our precious natural resources. Through these efforts, we aim to foster a resilient community and vibrant economy where all residents have the opportunity to thrive.”

To achieve this vision, the draft plan sets 6 priorities:
  • Climate Action,
  • Housing Attainability and Equity,
  • Mixed Use, Walkable Community,
  • Natural and Cultural Resources,
  • A Healthy Economy, and
  • Resilient Public Services and Facilities.

Financial Impact:

The City's Capital Improvement Five-Year Plan should be reviewed for conformance with the Regional Plan. The Regional Plan may be used in other budget discussions to inform decision makers.

Policy Impact:

The Flagstaff Regional Land Use Plan 2045 would be a major policy update for land use, transportation, and related planning. If ratified by voters, it would replace the Flagstaff Regional Plan 2030.
