TITLE:

Consideration and Adoption of Resolution No. 2025-17 and Ordinance No. 2025-05:  Amending the Flagstaff City Code, Chapter 1-14, Personnel System amending the Employee Handbook of Regulations, providing for repeal of conflicting ordinances, severability, authority for clerical correction, and establishing effective dates.
 

STAFF RECOMMENDED ACTION:

  3. City Clerk reads Ordinance No. 2025-05 by title only (if approved above)
  4. Adopt Ordinance No. 2025-05

Executive Summary:

Add a new section to the employee handbook for Absent No Pay leave and amend the below sections of the employee handbook to make basic grammatical changes, updates to committee purpose and terms, defining employee leave types and clarifying levels of authorizing and approving city staff for projects, compensation and termination for a specific employee class type.  These changes will provide more clear process and policy guidance and responsibility for city staff and employees.

Amend Section 1-10-070 Employee Advisory Committee
Amend Section 1-10-030 Employment Categories

Policy Impact:

The Employee Handbook amendments being considered add one new policy to outline leave type that was previously undefined, and modifying language to six others, to include modifying special assignments, length and approving staff (Acting Pay), update to eligibility, employee classification titles, and restriction of use of accrual hours for leave type (Bereavement Leave), update to general grammatical issues, committee purpose, and committee structure and terms (Employee Advisory Committee), amendment to language to meet federal FEMA reimbursement requirements for emergencies (Overtime Pay), removal of City Manager approval for employee program (Purchase Day Program), and outline process for temporary employees to discuss their reason for termination (Employment Categories).
