CALL TO ORDER

NOTICE OF OPTION TO RECESS INTO EXECUTIVE SESSION
Pursuant to A.R.S. §38-431.02, notice is hereby given to the members of the Commission and to the general public that, at this work session, the Commission may vote to go into executive session, which will not be open to the public, for legal advice and discussion with the Commission's attorneys for legal advice on any item listed on the following agenda, pursuant to A.R.S. §38-431.03(A)(3).

PUBLIC COMMENT

At this time, any member of the public may address the Commission on any subject within their jurisdiction that is not scheduled before the Commission on that day. Due to Open Meeting Laws, the Commission cannot discuss or act on items presented during this portion of the agenda. To address the Commission on an item that is on the agenda, please wait for the Chair to call for Public Comment at the time the item is heard.

APPROVAL OF MINUTES
Approval of the minutes from the regular meeting on Wednesday, September 11, 2024
 
5.
PUBLIC HEARING
 
A.
PZ-24-00010: City's request for a Zoning Code Text Amendment to modify Division 10-20.50: Amendments to the Zoning Code Text and Zoning Map to add required review timeframes for Zoning Map Amendments as well as updating protest procedures for Zoning Map Amendments.
 
STAFF RECOMMENDED ACTION:
 
Staff recommends the Planning and Zoning Commission, in accordance with this report, find that the required findings of the Zoning Code have been met, and that the Planning and Zoning Commission make a recommendation to the City Council for approval of the Zoning Code Text Amendment.
 
B.
PZ-24-00008:  City's request for a Zoning Code Text Amendment to amend Section 10-20.30.050: Concept Plan Review to remove the requirements for Duplex Dwelling to go through Concept Plan Review; modify Section 10-40.60.020: Accessory Structures to clarify requirements for accessory structures; modify Section 10-40.60.020: Accessory Uses to clarify requirements for accessory uses; modify Section 10-40.60.180: Home Occupations to align size allowances with building codes; modify Section 10-50.20.030: Architectural Standards to incorporate standards for Basements, Basement Garages, Building Stem Walls, Crawl Spaces, and Podium Parking Structures; delete Division 10-50.25: Basements, Basement Garages, Building Stem Walls, Crawl Spaces, and Podium Parking Structure Walls.
 
STAFF RECOMMENDED ACTION:
 
Staff recommends the Planning and Zoning Commission, in accordance with this report, find that the required findings of the Zoning Code have been met, and that the Planning and Zoning Commission make a recommendation to the City Council for approval of the Zoning Code Text Amendment.
 
C.
PZ-24-00134: City's request for a Zoning Code Text Amendment to modify Section 10-40.60.030: Accessory Dwelling Units (ADUs) to comply with state legislation including modifications to the permitted number, size, location, parking requirements, and design standards for Accessory Dwelling Units.
 
STAFF RECOMMENDED ACTION:
 
Staff recommends the Planning and Zoning Commission, in accordance with this report, find that the required findings of the Zoning Code have been met, and that the Planning and Zoning Commission make a recommendation to the City Council for approval of the Zoning Code Text Amendment.

GENERAL BUSINESS
 
A.
Discussion: Accessory Dwelling Unit (ADU) Model Plans Pilot Program
 
STAFF RECOMMENDED ACTION:
 
Information item only with an opportunity to provide comments. Staff is also seeking a member of the Planning & Zoning Commission to volunteer to serve on an ADU Model Plans Selection Committee and provide programmatic advice as part of the process of soliciting ADU pre-approved model plans.
