Comments relating to items that are on the agenda will be taken at the time that the item is discussed. Open Call to the Public appears on the agenda twice, at the beginning and at the end. Consideration and Approval of Cooperative Purchase Contract: Two Automated Side Load Refuse trucks and one Front Load Refuse Truck for the Public Works commercial and residential Solid Waste programs.
STAFF RECOMMENDED ACTION:
- Approve the Cooperative Purchase Contract with Rush Truck Centers of Arizona for the purchase of two Residential Automated Side Load Refuse Trucks in the amount of $450,510.48 each and one Commercial Front Load Refuse Truck in the amount of $412,066.26 for a total purchase amount of $1,313,087.22; and
- Authorize the City Manager to execute the necessary documents.

Consideration and Approval of Contract: Loan Documents for Western Hills Apartments by Housing Solutions of Northern Arizona
STAFF RECOMMENDED ACTION:
Approve the loan documents totaling $1,160,000 for the Western Hills property by Housing Solutions of Northern Arizona, using Adaptive Reuse Bond Program funds.

Consideration and Approval of Contract: Library Materials and Processing Cooperative Purchase from Ingram Library Services LLC in an amount not to exceed $200,000 annually for a period of 2 years.
STAFF RECOMMENDED ACTION:
- The City Council approves the Library Materials and Processing Cooperative Purchase from Ingram Library Services LLC in an amount not to exceed $200,000 annually for a period of 2 years; and
- Authorize the City Manager to execute the necessary documents.

Consideration and Approval of Contracts: with Habitat for Humanity of Northern Arizona related to establishing an Affordable Housing Plan for the Habitat at Timber Sky Condominium.
STAFF RECOMMENDED ACTION:
Approve the following documents:
- Restrictive Covenant Agreement;
- Special Warranty Deed;
- Ground Lease for the Habitat at Timber Sky Condominium;
- Declaration of Condominium and Easements for Habitat at Timber Sky Condominium;
- Declaration of Annexation and Supplemental Declaration to Declaration of Covenants, Conditions, Restrictions and Easements for Timber Sky;
- Driveway Maintenance Agreement;

Subject to a partial release of the Arizona Department of Housing lien upon the land,

Energy Code Update Options

City Council direction on updates to the Building Code, focusing on the 2024 International Energy Conservation Code (IECC). Upon receiving Council direction, staff will explore the 2024 IECC through further research and community engagement. Staff will return to Council in mid-2026 for review and possible adoption of all of the 15+ codes in the 2024 Suite of Codes, including the 2024 IECC.
