Chairwoman Evans called the meeting of the City of Flagstaff Floodplain Board held February 25, 2020, to order at 4:30 p.m.

NOTICE OF OPTION TO RECESS INTO EXECUTIVE SESSION
Pursuant to A.R.S. §38-431.02, notice is hereby given to the members of the City Council and to the general public that, at this work session, the City Council may vote to go into executive session, which will not be open to the public, for legal advice and discussion with the City’s attorneys for legal advice on any item listed on the following agenda, pursuant to A.R.S. §38-431.03(A)(3).

APPROVAL OF MINUTES FROM PREVIOUS MEETINGS

Consideration and Approval of Minutes: Flagstaff Floodplain Board Meeting of August 25, 2015.
Board Member Odegaard thanked City Clerk Stacy Saltzburg for her assistance with questions regarding the minutes from the previous meeting.
Moved by Councilmember Charlie Odegaard, seconded by Councilmember Jamie Whelan to approve the minutes of the Flagstaff Floodplain Board Meeting of August 25, 2015.
Vote: 7 - 0 - Unanimously

Public Hearing and Consideration of Variance: Request for a Variance of City Code Title 12 Floodplain Regulations by Katlon RV Entrance Gate Shed
Chairwoman Evans opened the public hearing.
Project Manager James Janecek provided a PowerPoint presentation that covered the following:

SECTION 12-01-001-0007.2 VARIANCES, B. CONDITIONS FOR VARIANCE
Board member Whelan asked what a structure a foot above the flood plain would look like. Mr. Janecek referred to the engineer of the project, Paul Turner from Turner Engineering who demonstrated where the elevation of the 100-year-flood plain was and where the top of the structure would be. Mr. Turner stated that Turner Engineering met with the Water Commission twice and that the staff recommended action is what the applicant would like to have.
Board member Odegaard stated that the findings were sufficient, as did Board member Aslan.
There being no public comment, Chairwoman Evans closed the public hearing.

Moved by Councilmember Jamie Whelan, seconded by Councilmember Regina Salas to approve the variance as submitted with the following findings:
- Good and sufficient cause exists for the variance;
- Failure to grant the variance would result in exceptional hardship for the applicant
- The use cannot perform its intended purpose unless it is located or carried out in close proximity to the water;
- The variance will not result in increased flood heights, additional threats to public safety, extraordinary public expense, create nuisances, cause fraud on or victimization of the public, or conflict with existing local laws or ordinances.
Vote: 7 - 0 - Unanimously
