Approval of minutes from the meetings on June 10, 2020 and July 8, 2020.
Moved by Marie Jones, seconded by Gaylene Soper to approve the minutes from the meetings of June 10, 2020 and July 8, 2020 as submitted
Vote: 6 - 0 - Unanimously
1) Hold the Public Hearing virtually with a satellite location at the Murdoch Community Center (203 E Brannen Ave.)
2) Continue Public Hearing to July 22, 2020 to be held virtually and with a satellite location at Our Lady of Guadalupe Catholic Church (224 S. Kendrick St.)
3) Recommend adoption of the proposed plan amendment to the Flagstaff Regional Plan 2030 and the Southside Community Specific Plan to the City Council at the July 22, 2020 Planning and Zoning Commission Meeting
Commissioner Jones gave a description of changes related to heritage preservation that are being proposed in the plan

PUBLIC COMMENT:
One comment was received via email from Prudencia Maestas and was read aloud to the Commission by Ms. Dechter
Moved by Marie Jones, seconded by Carole Mandino to send PZ-20-00001 Southside Community Plan, associated minor Regional Plan Map and Text amendments to City Council for approval with the additional content presented today related to heritage preservation.
Vote: 6 - 0 - Unanimously
- With the civil engineering plans submittal, provide details of the Walking/Hiking Trail across Tract A and across Tract E to the Bow and Arrow FUTS, this trail should: 1) follows existing terrain; and 2) where slopes become too steep, rocks and boulders shall be used to create steps. Please provide a detail for each condition.
- The typical T3N.2 Single-Family (4-sheets) lot detail that is shown on the preliminary plat (Sheet SS01) must be placed on the final plat as well as the special notes related to "PRD Modifications".
- A Development Master Plan shall be submitted and reviewed by the Planning and Zoning Commission as per Section 11-20.80 prior to the next subdivision proposal for the area known as Juniper Point.
- The area between the easterly subdivision boundary and lots 27-38 be assigned a tract number on the final plat.
- The forest and slope resource disturbance area calculations for the sewer line and drainage easements be identified on the final plat and be accountable to Tract E development.
- The slope and forest resources removed or encroached upon with construction of the Extended Detention Basin be identified on the final plat and credited toward development of APN 104-14-003C.

Commissioner Nolan moved to postpone the vote on the proposed preliminary plat, there was no second the motion died.
Moved by Marie Jones, seconded by Gaylene Soper to send preliminary plat PZ-20-00122-01 for Juniper Point Phase I pursant to the findings to City Council for approval with the six conditions as submitted by staff
