- Monetary cost and mild inconvenience should not be an impediment considering the psychological cost to our neighbors of color of seeing a racist immortalized and glorified daily.
- Rename Agassiz Street to a name that is more appropriate and fitting for the neighborhood and its history.
- The San Francisco Peaks are also very inappropriately named after Agassiz who is a known racist.
- The Council should act and vote to support and advocate for changing the name of the Agassiz peak, the streets, and other structures named after this racist person.
- The change would mean so much to the younger generation and instead of fighting about it physically we’re learning how to take steps by talking to people, getting our voices heard in a good way.
- Dr. Agassiz’s letters as well as his professional publications in the last part of his career focused on the idea of polygenism, the theory that races of human beings were created in different times and places and are thus like different species.
- Many other organizations and municipalities have removed the Agassiz name as an honorary title of buildings, streets, and such; it is only appropriate that Flagstaff do so as well, and communicate the same as a request to the United States Forest Service regarding Agassiz Peak.
- Th Council should also consider changing the name of Columbus Avenue.
- The City Council should work in earnest to collaborate with Indigenous groups such as the Indigenous Circle of Flagstaff to rename all landmarks and places bearing the name of racist colonizers such as Louis Agassiz and replace with Indigenous names.
- By working collaboratively, we can bring healing by renaming and by listening to the land.
- Given that the Southside neighborhood was inhabited by Black people who Agassiz considered inferior to whites, it is appropriate for the City of Flagstaff to take his name off every street, building, and other public land owned by the city.
- Perhaps we can show we care and change the name of our street from Agassiz to Equality.
- Changing the name would be a start to further recognizing systemic racism and creating meaningful change in our community.
- It is shameful and embarrassing to have a prominent street named after a eugenicist and racist.
- The Council should consider a name that honors Flagstaff’s rich history, not a racist scientist that passed through town.
- Removing the name Agassiz from as many locations as possible is akin to removing confederate reminders to many in the south.
- Such an action is relatively small, but indicates the city's commitment to racial justice and the hard work ahead.
- Maintaining the current name, with the historical context of Louis Agassiz, would be to uphold the racist, colonial, and traumatic history of this land.
- Please allow the residents on Agassiz to participate in choosing a new name.
- Begin the process of reconciliation at the deepest levels and advocate to higher up governments such as the County and State to do the same.

- Removing Dr. Louis Agassiz’s name erases the opportunity for continued dialogue as well as the reminder of the attitudes and actions we find unacceptable today.
- Resources could rather be diverted to support the Black Lives Matter movement, child care, early childhood education, or affordable housing.
- Whatever the reason that someone named Agassiz was honored, it is better to remember the whole person honestly than to pretend that they did not exist by removing all references to them.
- If we were to remove the name from landmarks in the city, then we'd also have to ban five-dollar bills from being spent in Flagstaff, since Abraham Lincoln also held a belief in white superiority.
- If we were to remove the names of every historical figure with whom someone found fault, then nothing on Earth would ever be named after anyone.
- History was created by both saints and sinners alike; it's time we forget about all this renaming and tearing-down nonsense and start exercising a thing called forgiveness.
Council expressed their support for moving forward and requested that the public be involved in determining what the new name should be.

- The temporary use of the old city yard as a construction staging area must be mindful about traffic, noise, dust, and vehicular/truck speed.
- For many years, we have had to deal with the noise of trucks and buses that went up and down the street as the city used the land and now, the land that was supposed to be given back to the people to enjoy, is going to be used again for construction.
- Use of this land needs to stop and be given back to the people to use and enjoy.
- Please consider an alternative site.
- After so many years of living with city trucks and other vehicles I am opposed to the proposed use if it means Mogollon Street will be the main access.
- I am not interested in living with this type of traffic, especially now that traffic is “normal” after the City Yard has relocated from our neighborhood.
- If Bonito Street is the route to and from the project, the heavy truck traffic will be mingling with school buses and other traffic once schools resume in August.
- It feels like we're reverting to using the yard as a de facto maintenance facility rather than rightfully treating it as part of Thorpe Park.
- The city needs to reconsider using Thorpe Park as a construction staging area. It is too heavy of a use for too long.
- The use should be strictly limited to the requested two and a half years, with no extension possible unless approved in a public meeting.
- The construction company must be responsible for repairing any damage done to the property.
- The temporary use should not obstruct or limit pending proposals for beneficial public use of the property.
Following discussion Council offered support to use the old public works facility as a temporary construction storage site.
Council discussed the need to be mindful in their FAIR requests. There is a lot of work that goes into preparing the items for discussion and the schedule is getting pushed out further and further. There was also discussion about considering each item that comes forward and not offering support unless they really have an interest in a future discussion.

Manoj Yadav introduced allevents.in and encouraged people to use the app to participate in events and meet new people.
Madrone K. Schutten encouraged the City to develop a signage campaign to encourage residents and visitors to wear masks.
Flagstaff Unified School District Governing Board and Superintendent Mike Penca offered appreciation for the City of Flagstaff support for the graduation processions last month.
Deborah Harris encouraged the Council to actively engage the entire community in meaningful dialogue and action for social justice reform through a series of six public forums, each with a specific focus addressing housing, economics, cultural sensitivity, implicit bias and racial conflict, and countering pervasive anti-Black racism in our midst.
Kaelin Zielinski requested that Council repeal the camping ordinance, allocate additional funding to Flagstaff Shelter Services, and absolve all fines and fees associated with the criminal legal process.
Joni Garofalo commented in opposition to allowing restaurants to expand their dining areas into the streets of downtown, causing the streets to be blocked off.

Authorize the transfer of $19,000 from a jointly managed restricted account with the National Park Service to a City account to use towards funding the Lake Mary-Walnut Canyon Technical Advisory Committee’s recommendation to continue funding the U.S. Geological Survey for the operation and maintenance of a stream gauge located within Newman Canyon through September 2024.
- Approve the contract with JE Fuller Hydrology & Geomorphology, Inc. in the amount of $112,800; and
- Authorize the City Manager to execute the necessary documents.
- Approve the construction contract with Revolution Industrial, LLC in the amount of $589,819.00 with a contract duration of 112 calendar days;
- Approve a contract allowance of $43,642.50, which is 7.5% of the Engineer’s Estimate;
- Approve Change Order Authority to the City Manager in the amount of $58,981.90 which is 10% of the lowest responsive bid;
- Authorize the City Manager to execute the necessary documents.
- Approve the Preliminary Engineering Agreement Supplement (Agreement Supplement) with BNSF Railway (BNSF) in an additional amount of $183,000 for a total expenditure not to exceed $213,000; and
- Authorize the City Manager to execute the necessary documents.
12B - Consideration and Adoption of Ordinance No. 2020-17: An ordinance of the City Council of the City of Flagstaff, relating to the financing of a certain project, specifically approving publication of notice of proposed lease of land and buildings from, and lease-purchase back of such land and buildings to, the City and request for bids in connection therewith; authorizing the acceptance of a bid with respect thereto; approving the sale and execution and delivery of Certificates of Participation in a lease-purchase agreement to provide the necessary financing therefor; approving the form and authorization the execution and delivery of necessary agreements, instruments and documents related to the sale and issuance of the certificates; delegating authority to the Management Services Director of the City to determine certain matters and terms with respect to the foregoing; and authorizing the taking of all other actions necessary to the consummation of the transactions contemplated by this ordinance and ratifying all actions taken to further this ordinance; providing for severability, authority for clerical corrections, and establishing an effective date (Certificate of Participation Debt Authorization - Pension COPS)
Mr. Clifton stated that the presentation and discussion before the Council is a result of the city’s unwavering commitment to its public safety employees and how to move forward with those commitments in the most prudent fiscal manner.

Councilmember Whelan asked if raising the fund balances would add any benefit to the process. Mr. Tadder explained that fund balances are an area that rating agencies consider and they are aligned with the City’s 20% debt service. He added that with the potential recession and impacts of COVID in the next year the city would be better off to consider higher fund balances at a later time. Mr. Clifton added that there was discussion about fund balances and the fund balance policy is likely to come forward in the future.
Council expressed support for the 20-year timeline and 100% funding.

Councilmember Whelan noted that she was hoping to be able to tap into some of the money savings for projects in the community. Mr. Tadder explained that the purpose of the reserve is to provide protection when rates fluctuate. There is opportunity to use some of the savings for one-time budget allocations, but they are unable to be committed to on-going projects. There is a five-year limit to make sure there is proper funding, beyond that point there will be more opportunity to utilize the savings in future budgets.
