1.
Call to Order

Mayor Evans called the Joint City/County Work Session held September 21, 2020, to order at 4:01 p.m.
 
2.
Pledge of Allegiance and Mission Statement

The Council, Board of Supervisors, and attendees recited the pledge of allegiance and Councilmember Odegaard read the Mission Statement of the City of Flagstaff.
MISSION STATEMENT
The mission of the City of Flagstaff is to protect and enhance the quality of life for all.

Public Participation:

Public Participation enables the public to address the Council about items that are not on the prepared agenda. Public Participation appears on the agenda twice, at the beginning and at the end of the work session. You may speak at one or the other, but not both. Anyone wishing to comment on an item that is on the agenda is asked to fill out a speaker card and submit it to the recording clerk. When the item comes up on the agenda, your name will be called. You may address the Council up to three times throughout the meeting, including comments made during Public Participation. Please limit your remarks to three minutes per item to allow everyone an opportunity to speak.

Council and the Board of Supervisors expressed appreciation for the update. There was brief discussion about how many people were going to be working the polls and translation services.

COVID-19 Update
Chairwoman Archuleta introduced Deputy Council Manager Dr. Marie Peoples and Dr. Mougin who provided a PowerPoint presentation that covered the following:

The Council and Board of Supervisors discussed the following points:
  • Where NAU student cases are being reported.
  • How information is being shared between NAU, the County, and the State.
  • New testing methods.
Coconino County School Liaison Erica Shaw continued the presentation.

COVID-19 REPORTING FLOWCHART FOR SCHOOLS, SHELTERS, AND CHILDCARE FACILITIES
 
NAU Vice President of External Affairs and Partnerships Christy Farley spoke about the various testing options available to the NAU population and the general public; there is the walk in clinic, surge testing, saliva based testing, and randomized testing. She also discussed the isolation and quarantine spaces on campus for students who test positive or have come in close contact with the virus. She spoke about the student care protocols and support programs in place to assist and support students through the additional stressors being placed upon them with the pandemic.
 
Chairwoman Archuleta asked the city to consider financially partnering with the County for the services already provided and future services using CARES dollars the City received. Mayor Evans indicated that the city is mindful of all the financial considerations and burdens that the County Health Department has. The city has received CARES dollars has been a financial partner with the County in providing financial assistance to Flagstaff Shelter Services. The city is experiencing significant financial loss across its various funds and is aggressively working to seek grant funding to provide the equipment and resources necessary to protect staff. The Governor has funding that he has not allocated or released for COVID remediation and the city can partner on joint statements pushing for the allocation of these resources to the county. Ultimately, the city does not have additional resources to bring to the table with all previously allocated funding being provided to emergency housing needs.
 
Further discussion ensued between the Council and Board of Supervisors on the matter. It was determined that the city will partner with Coconino County on advocating at the state level for a release of funding.

Shelby Miller submitted a written comment card expressing concern about the recent surge in positive cases.

The update was postponed to a later date.

9.
Informational Items To/From Chairman, Supervisors and County Manager, Mayor, Council and City Manager
Council and the Board of Supervisors exchanged statements of gratitude for the opportunity to meet jointly and discuss issues within the community. There were comments concerning the need for heavy focus on the Census and the importance of counting every person in the county. Further gratitude was expressed for everyone working to weather the impacts of the pandemic. Possible topics of future discussion are climate and renewable energy efforts, and the Lived Black Experience.
 
10.
Public Participation
Ken Lamm addressed the Council and Board of Supervisors to express gratitude for their assistance with dealing with the Covid challenges at the animal shelter throughout the year.
