Call to Order
Mayor Evans called the Work Session of the Flagstaff City Council held October 13, 2020, to order at 3:05 p.m.

NOTICE OF OPTION TO RECESS INTO EXECUTIVE SESSION
Pursuant to A.R.S. §38-431.02, notice is hereby given to the members of the City Council and to the general public that, at this work session, the City Council may vote to go into executive session, which will not be open to the public, for legal advice and discussion with the City’s attorneys for legal advice on any item listed on the following agenda, pursuant to A.R.S. §38-431.03(A)(3).

Public Participation
Public Participation enables the public to address the council about items that are not on the prepared agenda. Public Participation appears on the agenda twice, at the beginning and at the end of the work session. You may speak at one or the other, but not both. Anyone wishing to comment at the meeting is asked to fill out a speaker card and submit it to the recording clerk. When the item comes up on the agenda, your name will be called. You may address the Council up to three times throughout the meeting, including comments made during Public Participation. Please limit your remarks to three minutes per item to allow everyone to have an opportunity to speak. At the discretion of the Chair, ten or more persons present at the meeting and wishing to speak may appoint a representative who may have no more than fifteen minutes to speak.

Peggy Sheldon-Scurlock, Robert Neustadt, and Gary Pearlmutter addressed Council in support of cite and release policies for Flagstaff Police Department.

Review of Draft Agenda for the October 20, 2020 City Council Meeting
Citizens wishing to speak on agenda items not specifically called out by the City Council may submit a speaker card for their items of interest to the recording clerk.

Arizona Department Of Transportation's (ADOT) Update on the Milton and US180 Corridor Master Plans.
Daniel Gabiou (ADOT's Regional Planning Manager) will be joined by Kevin Kugler (Project Manager with Michael Baker International) to provide an Elected Official Project Briefing.
This presentation is an update to discuss progress made to date on both the Milton Corridor Master Plan and the US180 Corridor Master Plan and to discuss next steps including Working Paper #2 and Public Outreach.

City Engineer Rick Barrett introduced Dan Gabiou, Regional Planning Manager from ADOT Multimodal Planning Division, who provided a presentation that covered the following:

Councilmember Odegaard asked if there had been public input or exercises regarding the Lone Tree interchange to I-40. Mr. Gabiou responded that no traffic models had been done for this project, as traffic models were only conducted for projects with approved funding.
Councilmember Whelan asked if there is any ADOT funding available to complete the projects. Mr. Gabiou replied that there is no state funding committed at this time, only City funding.
Mayor Evans asked if any funding sources were identified in the plan. Mr. Gabiou responded that Metroplan was consulted, and while potential grant sources were identified, none have been confirmed. Mayor Evans also inquired about the lifespan of the plan, to which Mr. Gabiou explained that the plans are effective for 20 years, though they can be initiated sooner if funding becomes available.

Water Services Operations Manager Mark Richardson addressed Mayor and Council on the scope of work for the grazing lease at Red Gap Ranch.

Flagstaff Police Presentation to City Council on Alternative Response Models
Interim Police Chief Dan Musselman presented to Mayor and Council on Alternative Response Models in Police work.

Council discussed various community issues, particularly focusing on housing, policing, and public safety. Councilmember Odegaard supported comments about the need for housing solutions. Councilmember Whelan expressed interest in moving forward with addressing public safety issues, with a focus on collaboration between different departments.
Vice Mayor Shimoni emphasized a holistic approach to policing, proposing methods such as a 911 Response (CART), detox centers, and permanent supportive housing with wraparound services. He stressed the importance of engaging with alternative programs and ensuring culturally sensitive approaches.
Councilmember McCarthy noted the consensus between the Fire and Police Departments and agreed on the need for implementation and funding. Councilmember Whelan further discussed retention issues in the CART program and the importance of having EMTs involved.
Councilmember Aslan expressed excitement but was hesitant to vote without expertise. Mayor Evans reiterated that housing is a key part of healthcare and urged the Council to address root causes through detox centers and housing solutions. She also suggested involving the community through a group like RARE.
Vice Mayor Shimoni agreed with Mayor Evans on the importance of public involvement and cultural sensitivity.
City Manager Clifton acknowledged the need for further discussions and refinement of next steps, and City Attorney Sterling Solomon suggested including the City Prosecutor in future discussions.

Councilmember Odegaard recognized Indigenous Peoples’ Day and thanked Mayor Evans for reading a proclamation. He also thanked police officers for their actions regarding the downtown protest recently.
Councilmember McCarthy thanked everyone for discussing the alternative policing methods.
Vice Mayor Shimoni acknowledged Coordinator for Indigenous Initiatives Rose Toehe for her work on Indigenous’ Peoples Day.
