NOTICE OF OPTION TO RECESS INTO EXECUTIVE SESSION
Pursuant to A.R.S. §38-431.02, notice is hereby given to the members of the Heritage Preservation Commission and to the general public that, at this regular meeting, the Heritage Preservation Commission may vote to go into executive session, which will not be open to the public, for legal advice and discussion with the City’s attorneys for legal advice on any item listed on the following agenda, pursuant to A.R.S. §38-431.03(A)(3).

GENERAL BUSINESS

Review of Council Direction for Zoning Code and Comprehensive and Neighborhood Planning Programs

Sara Dechter presented and included Council direction
David Hayward has been discussing the David Babbitt House with Council members and the ability to delay demolition for historic buildings in a manner similar to other Arizona Cities. Asked Sara and Dan Symer to provide an overview of what could be done and how the Heritage Preservation commission could participate.
Dan described 2 options:
1) have a working group that goes line by line or
2) have the HPC provide general direction and staff bring drafts forward.
Dan would not be able to start working on this project until January 2021.
Sara described having a review of the existing code says and look at research on how other communities implement their codes. This research could be done over the next year until Dan Symer is able to start work on the project.
Mark thinks that the Commission could look at post World War II housing, especialyl in Pine Knoll Brannen.

Hough would like us to look at post-World War II housing and particularly Pine Knoll-Brannen, which was a place of affordable housing for families that came to Flagstaff as part of the great migration. Unease that current demolition pattern in the neighborhood. Also concerned by the prioritization and timing of the work.
Sara described the existing exemption for post-World War II production housing and the prioritization, including the La Plaza Vieja Zoning Code amendment, which was proposed 5 years ago.
Dan described the process, which is tedious and takes time. Public hearing process alone takes 3-4 months.

606 N. Beaver, Dr. Daniel Wright Kittredge, Jr. Office. Notable surgeon and general practitioner from 1942-1964. Their house is the beautiful stone Craftsman Bungalow at the top of Meade Lane (and Kittredge Rd.).
604 N. Beaver, Prescription Pharmacy, 1958-1969 (at least), owned by Fred W. Moore.
403 S. Leroux, Arturo (Arthur) Rodriguez Garcia and Inez (Agnes) Garcia House, 1942-1964. Arturo was born in Arivaca, AZ (Pima Co.) in 1901. He was a plasterer by trade, working first in Tucson before coming to Flag in the early 1940s. He worked in construction and also at the Navajo Ordnance Depot.
THE BEST FOR LAST: 213/219 Kendrick, Lynn and Florida "Floyd" Dorsey House--Coral Evans' grandparents (Lynn was grandpa and Floyd was grandma--we have a picture of them in our Resilience exhibit). This was the first house they lived in when they got to Flagstaff. Lynn built the S. O'Leary house that Coral now lives in during 1941.

The contractor did not know about the specific requirements for window replacements and Mark is working with them on a solution and property mitigation. There are three windows still not installed and the building needs the windows replaces to be inhabited. Sara and Mark are meeting with the owner and contractor tomorrow.
