The applicant is requesting approval of a Phase 2 Cultural Resource Study to be accepted as same in a Historic American Building Survey format, for the residential property commonly known as the David Babbitt home, located at 319 N Beaver Street, Flagstaff Arizona.
Staff recommends approving the Phase 2 Cultural Resource Study with conditions. See Recommendation section of staff report for the full text of the recommended conditions
- The Commission could approve and accept the conclusions of the Phase 2 Cultural Resource Report/HABS format and require no further actions or requirements.
- The Commission could approve with conditions by requesting modifications, additional information and documentation in the Phase 2 Cultural Resource Study beyond HPO recommendations and have the report brought back to the Commission at a future date.
- The Commission could deny approval of the report and ask that it be returned to the commission with specific modifications. (Staff does not recommend this alternative because of the timing requirements associated with meeting milestones for the LITCH funding)
No previous Commission Decisions on the Babbitt Home with the exception of inclusion in the North End Historic Residential District, National Register of Historic Places.
Steve Hastings, Lindsay Schube and Annie Lutes were present as applicant representatives.
Annie Lutes of SWCA Consultants presented:
- HABS format and integration with Zoning Code requirements with National Park Service guidelines
- That she was not able to exhaust the archival record due to the pandemic, could not access NAU archive or State libraries
- origins and evolution of the building, period of significance, architectural adaptations, modifications outside the period of significance. findings for integrity and significance
Commission discussed the report findings:
- ratings for integrity are too low based on the evidence in the report and the site visit the commission members went on in December 2020.
- Questions about the well and the possibility of accidental historic archeology discovery during demolition. The report did not include archeological evaluation.
- Questions about whether the evaluation of setting was too strictly interpreted.
- Discussion of the consideration of State and National level criteria for significance. State significance and Bulletin 15 need to be revised in the report.
Commission was skeptical of these efforts because the applicant hadn’t reached out to the Commission about relocation and preservation on site previously.
Request for the salvage plan to include records and documentation of what was salvage and what entity, or person took possession of it as part of the salvage plan. Applicant said efforts would be made to do this.
Request that photos be retaken after the building has been cleaned up from the evidence of squatters in the house as keeping people out of the property was the owner's responsibility. Lutes will need to retake photos and meet conditions tied to the physical presence of the building before demolition or moving and can later exhaust the archival record to update the report. Applicant representative stated they would like the commission to take a get an update when the final report that meets their conditions is completed.

Chairman Hayward stated the importance of affordable housing to the community is recognized by the chair; otherwise the commission would likely deny this application for a Phase 2 approval. However, the Commission wants to be a good community partner.
Moved by David Hayward, seconded by Harris Abernathy Approve the Phase 2 Cultural Resources Study for the David Babbitt house conditional to all mitigations in the staff report and that the consultant reassess the integrity based on the Commissions comment and in consultation with the HPO and with the two voluntary mitigations proposed by the applicant in their letter received 1/20/2021.

Moved by David Hayward, seconded by Jill Hough Motion to Amend: Add the condition that in the event that hte house is not saved by moving that there is documentation and a concerted effort to find a home for historic items from the property.

No Heritage Preservation Commission decisions on this property have taken place on this building with the exception of excluding it from the North End Historic Residential District, National Register of Historic Places.
Hayward: This building is outside the district and falls outside the period of significance. Why was a Phase I required
Reavis: The building retains integrity and is being demolished and so a report was required to create documentationa nd determin if the building was significant.
