Call to Order
Chairman Zimmerman called the meeting to order at 4:00 p.m.

APPROVAL OF MINUTES
Approval of the minutes from the regular meeting on Wednesday, December 9, 2020.
 

Moved by Dr. Alex H. Martinez, seconded by Carole Mandino to approve the minutes of the regular meeting of December 9, 2020.

PUBLIC HEARING

PZ-20-00019-05:  DCS OFFICE
A Conditional Use Permit request from Wayne Smith, on behalf of the Department of Child Safety, to construct a 20,836 square foot office building in the Light Industrial (LI) Zone, located at 2163 N. Vickey Street in the Northwoods Business Centre.  
 
The Inter-Division Staff (IDS) team approved the site plan for this project on December 8, 2020 (conditions attached).  Staff recommends that the request for the CUP be granted by the Planning Commission with the requirements included in Conditional Use Permit No. PZ-20-00019-05 in accordance with the findings and as follows:
1. The development of the site shall substantially conform to the plans as presented with the Conditional Use Permit application and with the Site Plan as approved the Inter Division Staff on December 8, 2020.
Tiffany Antol, Planning Director, gave a PowerPoint presentation on the proposed conditional use permit and answered questions from Commissioners.

Jenny Nieman, Sustainability, answered questions about solid waste concerns
 

Moved by David Zimmerman, seconded by Gaylene Soper to approve conditional use permit PZ-20-00019-05 in accordance with the findings and with requirements presented by staff

Sky Cottages PZ-20-00153
Concept Zoning Map Amendment, by Vintage Partners, of approximately 23.08 acres located at 2701 South Woody Mountain Road from the Rural Residential (RR) zone to the Medium Density Residential (MR) zone.  The development site is already located within the Resource Protection Overlay (RPO).
Staff recommends the Planning and Zoning Commission, in accordance with the findings presented in this report, forward the Concept Zoning Map Amendment request to the City Council with a recommendation for approval with conditions.
Tiffany Antol, Planning Director, gave a PowerPoint on the proposed Zoning Map Amendment and answered questions from Commissioners.
Jeff Bauman, City of Flagstaff Traffic Engineer, answered questions from Commissioners
Sara Dechter, Comprehensive Planning Manager, gave information related to the regional plan and answered questions from Commissioners
The following individuals spoke on behalf of the applicant and gave a PowerPoint presentation:

Kate Morley, Mountain Line, discussed transit and answered questions about bus line extensions
 

Moved by Gaylene Soper, seconded by Dr. Alex H. Martinez to send to City Council for approval PZ-20-00153 Concept Zoning Map Amendment by Vintage Partners at 2701 S Woody Mountain Rd to rezone from rural residential to medium density residential in accordance with the findings and the conditions presented by by Staff.

 

Moved by David Zimmerman, seconded by Marie Jones to amend the original motion to exclude condition number five (5)
