Call to Order
Chairman Zimmerman called the meeting to order at 4:00 p.m.

APPROVAL OF MINUTES
Approval of the minutes from the meeting on Wednesday, March 10, 2021.
 

Moved by Carole Mandino, seconded by P. Lloyd Paul to approve the minutes of the regular meeting of March 10, 2021 as submitted

PUBLIC HEARING
 
A.
Case No. PZ-20-00088-01 Consideration and Approval of Preliminary Plat: CDR 276, LLC requests Preliminary Plat approval for Canyon Del Rio Block I located at 3200 E Butler Avenue, a single-family home subdivision on 13.34 acres in the R1 (Single Family Residential) Zone. 
 
Staff recommends the Planning and Zoning Commission, in accordance with the findings presented in this report, forward the Preliminary Plat to the City Council with a recommendation of approval.
Ms. Antol gave a PowerPoint presentation on the proposed Preliminary Plat and answered questions from Commissioners.

John Sutherland, applicant representative, discussed the proposed project and anwered questions from Commissioners.
 

Moved by David Zimmerman, seconded by Carole Mandino in the matter of PZ-20-00088-01 consideration and approval of a preliminary plat for Canyon Del Rio Block I located at 3200 E Butler Avenue, a single-family home subdivision on 13.34 acres in the R1 (Single Family Residential) Zone recommend to City Council for approval in accordance with the findings.

GENERAL BUSINESS
 
A.
Discussion: Case No. PZ-21-00056: Request for a work session with the Planning and Zoning Commission to discuss the City’s proposed amendment to the Zoning Code to modify the existing Medical Marijuana land use and application provisions to address Proposition 207 – Smart and Safe Arizona Act (recreational use of marijuana) that was approved by the Arizona voters in November 2020.
Mr. Symer gave a PowerPoint presentation on the propsed zoning code text amendment and answered questions from Commissioners.

OTHER BUSINESS
 
A.
Discussion: Staff will present the Draft Flagstaff Carbon Neutrality Plan (the FCNP) for review and feedback.
Jenny Nieman, Sustainability Specialist, gave a PowerPoint presentation on the draft Flagstaff Carbon Neutraility Plan and answered questions from Commissioners.
 

Moved by David Zimmerman, seconded by Eric Nolan initiate a major regional plan amendment to include the Flagstaff Carbon Neutrality Plan as an amendment to the Flagstaff Regional Plan 2030.

Vote: 5 - 0 - Unanimously
