A Conditional Use Permit request from Mountain Line to allow for the use of City-owned property as a Passenger Transportation Facility which includes a multiphase development plan including the construction of a new 18,983 square foot structure, bus plaza, civic space, and parking in the Commercial Service (CS) zone, located at 216 W Phoenix Avenue.
In accordance with the findings presented in this report, staff recommends approval of PZ-21-00094-02 with conditions.
Kate Morley, Deputy Manager Mountain Line, gave a PowerPoint presentation on the proposed project and answered questions from Commissioners.

Terry Madeksza, Flagstaff Downtown Business Alliance, sent a email that was read into the record by Tiffany Antol related to needing to maximize parking at the proposed project
Tiffany Antol read an email sent by Maury Herman related to concerns about civic space next to railway and parking

Staff recommends the Planning and Zoning Commission, in accordance with the findings presented in this report, forward the Annexation application to the City Council with a recommendation for approval with conditions.

Mike Zipprich, American Rehab Campus applicant, gave a description of the use that will occupy the property that is the subject of the proposed annexation.

Moved by Carole Mandino, seconded by Eric Nolan to recommend approval to City Council Flagstaff Rehab Campus Annexation PZ-20-00164-03: A request from Flagland LLC to annex approximately 10.06 acres of real property located generally at 7000 North Highway 89 in accordance with the findings in the report and with conditions recommended by staff

A request from Flagland LLC for a Concept Zoning Map Amendment of approximately 1.10 acres of a larger 10.06-acre parcel of real property located generally at 7000 North Highway 89 from from the Highway Commercial (HC) zone with a Resource Protection Overlay (RPO) to the Rural Residential (RR) zone with a Resource Protection Overlay (RPO).
Staff recommends the Planning and Zoning Commission, in accordance with the findings presented in this report, forward the Concept Zoning Map Amendment application to the City Council with a recommendation for approval with conditions.

Lloyd Paul, seconded by Carole Mandino to forward PZ-20-00164-04 to City Council for approval a concept zoning map amendment of approximately 1.10 acres of a larger 10.06-acre parcel of real property located generally at 7000 North Highway 89 from from the Highway Commercial (HC) zone with a Resource Protection Overlay (RPO) to the Rural Residential (RR) zone with a Resource Protection Overlay (RPO) in accordance with the findings and with staff conditions as submitted

A Conditional Use Permit request from Miramonte Acquisitions, LLC to establish a Planned Residential Development (PRD) on a portion of lot 10 within the Woodlands Village Unit 1 subdivision. The PRD consists of 40 multi-family residential units on 1.71 acres located at 1580 S Plaza Way within the Highway Commercial (HC) zone.
In accordance with the findings presented in this report, staff recommends approval of PZ-20-00100-03 with conditions.
Charity Lee, Miramonte Homes Acquisition Manager, answered questions from Commissioners and requested a decrease to 2 years for the commitment to bus passes.
Moved by Marie Jones, seconded by P. Lloyd Paul to approve PZ-20-00100-03 Plaza Way Condos in accordance with the findings and with conditions as presented by staff.
Dr. Alex Martinez had to leave the meeting before this vote
