Pursuant to A.R.S. §38-431.02, notice is hereby given to the members of the City Council and to the general public that, at this work session, the City Council may vote to go into executive session, which will not be open to the public, for legal advice and discussion with the City’s attorneys for legal advice on any item listed on the following agenda, pursuant to A.R.S. §38-431.03(A)(3).

Public Participation enables the public to address the council about items that are not on the prepared agenda. Public Participation appears on the agenda twice, at the beginning and at the end of the work session. You may speak at one or the other, but not both. Anyone wishing to comment at the meeting is asked to fill out a speaker card and submit it to the recording clerk. When the item comes up on the agenda, your name will be called. You may address the Council up to three times throughout the meeting, including comments made during Public Participation. Please limit your remarks to three minutes per item to allow everyone to have an opportunity to speak. At the discretion of the Chair, ten or more persons present at the meeting and wishing to speak may appoint a representative who may have no more than fifteen minutes to speak.

Review of Draft Agenda for the March 2, 2021 City Council Meeting
Citizens wishing to speak on agenda items not specifically called out by the City Council may submit a speaker card for their items of interest to the recording clerk.

6.
Arizona Office of Tourism (AOT) Destination Recovery Presentation
Economic Vitality Director Heidi Hansen, Conventions and Visitors Bureau Director Trace Ward, and Arizona Office of Tourism Director Debbie Johnson gave presentations to Mayor and Council on the recovery of Tourism in Flagstaff and Arizona.
Slides included:
Councilmember Sweet commented that her downtown business would not have survived without the efforts of the Arizona Office of Tourism and thanked them for their efforts. She commented the seven principles behind leave no trace and asked if it would be possible to add sleds to principle three. She also asked Ms. Johnson how a business could get on the office’s calendar of events. Ms. Johnson stated that she would look into adding sleds to principle three and explained that a business could add their event online at tourism.az.gov.
Ms. Hansen addressed sleds in the leave no trace policy and stated that sleds are also addressed on the winter play map.
Councilmember Shimoni stated that he appreciates the fire wise information and also commented about sleds. He asked about the Local First campaign and how to integrate the goals of the Arizona Department of Tourism into local goals. Mr. Ward answered that it would be a potential idea for all destinations/cities to get together to collaborate on the Local First campaign. Ms. Hansen and Ms. Johnson added that there will be a roundtable on this at the upcoming Governor’s meeting.
Councilmember Salas thanked the Discover Flagstaff team and the AOT. She informed Ms. Johnson that a state legislative priority of Council is to promote responsible and sustainable tourism.

Discussion and possible update of the City of Flagstaff Re-Entry Plan.
Senior Deputy City Manager Shannon Anderson, Parks and Recreation Director Rebecca Sayers, Flagstaff Unified School District (FUSD) Superintendent Michael Penca, Planning Director Tiffany Antol, and Coordinator for Indigenous Initiatives Rose Toehe led a discussion on the City of Flagstaff’s Re-Entry Plan.

Councilmember Shimoni asked Superintendent Penca about students playing with masks on and how it is going for the athlete. Mr. Penca stated that it can be challenging, but the players are adapting. He added that the players, parents, and coaches are willing to adhere to the guidelines and explained the nuances of the guidelines which include temperature checks for spectators at games and limiting the numbers of people at the field. Councilmember Shimoni stated that he would like to increase the number of participants allowed at the fields.
Councilmember Aslan stated that he is fine with the policy as written and added that he would like to keep the number of participants on a field to 30 people.
Vice Mayor Daggett stated that she is supportive of the policy.
Councilmember Sweet stated that she is supportive of 50 people on the fields and asked about partnering with the County. Ms. Sayers stated that she works closely with the County Recreation Director.
Councilmember McCarthy stated that he is fine with the policy but also supported raising the amount of people on a field to 50.

Ms. Sayers stated that the field permits, Special Events permits, and Temporary Special Use Permits (TUPs) are separate and that they can modify them to allow 30 for field permits and 50 for the others.
A majority of Council supports going to 50 people for outdoor events, Special Events, and TUP which would change for Phase II.

Information Technology Division Introduction, Discussion on Broadband, and Discussion on Closed Captioning
Information Technology Director CJ Perry gave a presentation to Mayor and Council on the Information Technology Division and an overview on broadband and close captioning Council meetings.
The slides of his presentation included:
Derek Masseth, Executive Director of Same Corridor Network, addressed Mayor and Council to express their support and excitement for the City’s plan.
Helen Costello, Assistant Director of IT for Coconino County, also expressed support.
Councilmember McCarthy asked about the proposed relationship between fiber that is owned by the City and the people who are currently doing this work, like Suddenlink. He asked if the City would be competing with the ISPs or working with them. Mr. Perry stated that the current plan is to provide more opportunity for more internet service providers to provide those services to the community. He added that he does not see a significant partnership, but the future could have the city put in conduit so that it is in place for future services. He added that if Council would like to have the City look at putting fiber into homes, staff can look into that.
CEO of ECoNA Gail Jackson also echoed support for the presentation and added that the pandemic has shown the need for greater connectivity.
Metroplan Planning Manager David Wessel commented on the grant for the program.
Dr. Steven Burrell thanked Mr. Perry and stated as a member of the Sun Corridor Network, he is excited to continue to support this project.
Councilmember Shimoni stated that he is curious to see progression and is happy to see willing partners for this process, but he is unsure of next steps. He asked about the app that was covered in the presentation and what the cost to implement the app would be. Mr. Perry stated that staff needs to work on back-end data and infrastructure to even make the app possible and that they are exploring the app for the future.
Mayor Deasy stated that he would like to have infrastructure in place for competing internet service providers.
Councilmember Sweet thanked staff for the presentation. She asked if the City had looked into hiring an ASL interpreter and added that Belleview, WA is using one. Mr. Santana stated that an interpreter is possible and that could be explored, but it would have some limitations. Ms. Saltzburg added they have not looked into providing that specific service. Mr. Santana added that the cost would need to be looked at and that several interpreters would be needed for the length of the meetings. Mr. Santana added information about the contract with SwagIt and stated that he would recommend a transcript which is part of a simple and easy package.
City Manager Clifton stated that the benefit of closed captioning during the live stream with an archived transcript would be having an archive with closed captioning forever and it would be a community benefit.
Councilmember Shimoni stated he is looking forward to future discussions and supports closed captioning.

State and Federal Legislative Updates
Management Analyst Sarah Langley gave an update to Mayor and Council on bills and letter of support.
Councilmember Shimoni stated that he is in support. He motioned to go into Executive Session for Legal Advice. That was seconded by Mayor Deasy.

Councilmember McCarthy asked if Council would be interested in opposing the voter suppression bills. Ms. Langley added that many of the bills died in committee, but there are some still alive. She stated that they can come back in a future meeting with bills that are still alive. Mayor Deasy added that it is on our state priority list so the lobbyist has that instruction.
Councilmember Aslan stated that he is confused about what Council is doing with the legislative update. He thought they agreed in the last Council to not have weekly updates since it turned into a lengthy discussion about bills that die before they get to the Governor’s desk. He stated that he thinks it’s fine to review the agenda occasionally, but that we’re now going back and forth on bills that are not in the packet and that this could take too much time for not enough utility. He added that it creates added work for City staff.
City Manager Clifton offered that we could go to every other week or every week as Council directs.
Councilmember McCarthy suggested leaving it up to City Manager and staff when it is appropriate to bring up. Mayor Deasy supported this suggestion.

Discussion of Fats, Oil and Grease (FOG) manual and changes to the septage and grease receiving (Scavenger Waste) Program
Industrial Pretreat Supervisor Jolene Montoya gave a presentation to Mayor and Council. Slides included:
Councilmember Shimoni requested clarification on next steps. Ms. Montoya stated they would be back in a few weeks for adoption of the changes . Councilmember Shimoni asked for the number of restaurants out of compliance and expressed concerned for restaurants that in the already challenging times. Ms. Montoya stated they should already be doing this, some are just better than others and she also spoke of enforcement procedures. She reiterated this does not add anything, it will just provide better guidance.
Regulatory Compliance Manager Steve Camp provided a presentation on Scavenger Waste. His presentation covered the following topics:

Informational Items To/From Mayor, Council, and City Manager; future agenda item requests
Councilmember Shimoni asked to remove his FAIR request on compensation for Council because the topic was already scheduled. He advocated for a retreat on relationship and team building. Topics could include unconscious bias and nonverbal communication.
Councilmember McCarthy recently attended the State Transportation Board meeting. He also met with Flagstaff Shelter Services.
