Pursuant to A.R.S. §38-431.02, notice is hereby given to the members of the City Council and to the general public that, at this work session, the City Council may vote to go into executive session, which will not be open to the public, for legal advice and discussion with the City’s attorneys for legal advice on any item listed on the following agenda, pursuant to A.R.S. §38-431.03(A)(3).

Consideration and Adoption of Resolution No. 2021-11 and Ordinance No. 2021-05: A Resolution of the City Council of the City of Flagstaff, Coconino County, Arizona, declaring as a public record that certain document filed with the City Clerk and entitled “Case No. PZ-21-00019 Zoning Code Text Amendment - 2021: Affordable Housing Modified Development Standards;” and, an Ordinance of the City Council of the City of Flagstaff, Coconino County, Arizona, amending the Flagstaff City Code, Title 10, Flagstaff Zoning Code, to modify the Affordable Housing Incentives and Parking Standards.
Zoning Code Manager Dan Symer gave an update to Mayor and Council on the proposed modifications. His slides included:

Consideration and Approval: Flagstaff Shelter Services support letter
Vice Mayor Daggett asked if sending a similar letter to the congressional delegation would be appropriate. Public Affairs Director Jessica Drum stated that could be done.
Moved by Mayor Paul Deasy, seconded by Councilmember Adam Shimoni to approve the letter of support as written and send a modified letter to the congressional delegation.

You may address the Council up to three times throughout the meeting, including comments made during Public Participation. Please limit your remarks to three minutes per item to allow everyone to have an opportunity to speak. At the discretion of the Chair, ten or more persons present at the meeting and wishing to speak may appoint a representative who may have no more than fifteen minutes to speak.

Sustainability Commission Updates
Sustainability Specialist Dylan Lenzen introduced Sustainability Commission Chair David McCain who gave an update on the Sustainability Commission. Slides Included:
Councilmember Shimoni stated he would like to see more partnership with TerraBirds on the parcel and asked what the next steps are to develop the partnership. Sustainability Director Nicole Antonopoulos stated that it is a partnership with Water Conversation and Parks. Councilmember Shimoni asked for information on transportation in the NSG program. Ms. Antonopoulos added information about the request for an increased budget in the NSG program that would provide for new areas, such as carbon neutrality in transportation.
Vice Mayor Daggett agreed that transportation needs to be a part of the Sustainability discussion.

Open Space Specialists Robert Wallace and Sylvia Struss introduced the Open Spaces Commissioners. Chair Wilson and Vice Chair Bessler provided an update on the Open Spaces Commission. Slides included:
Councilmember McCarthy asked if wildlife corridors are taken into account by the Open Spaces commission. Mr. Wallace explained how the corridors are taken into account in planning of open space.
Councilmember Salas asked if there was a way to create a watchable wildlife experience in regards to Observatory Mesa, and how involved the commission is in the budget. Mr. Wallace stated that the commission is involved in Arizona watchable wildlife in partnership with Willow Bend. He also stated that the commission does provide recommendations on where to allocate operating budget and reviewed the two-line item requests the commission submitted to the budget team.
Councilmember Sweet expressed her gratitude.

Informational Items To/From Mayor, Council, and City Manager; future agenda item requests
Vice Mayor Daggett stated she was getting the second vaccine and the age for the vaccine recently lowered to 16. She thanked all volunteers who have helped with the cause.
Councilmember McCarthy stated that he went to the state transportation board meeting the week before.
Councilmember Salas stated she met with Senator Peshlakai and Senator Blackman. She also met with Representative Barton. She stated she is excited about getting the second vaccine.
Councilmember Shimoni stated the Mountain Line Board meeting was later that week. He stated he is getting the second vaccine soon. He reminded the community about the upcoming Athena Awards. He requested a COVID update. He also spoke of the Youth Hockey Teams.
Councilmember Sweet stated her appreciation to the teachers and staff for being back at school. She also congratulated the Athena Award nominees.
Mayor Deasy stated his wife has acquired 230,000 KN95 masks and wants to distribute them to the community, and they also offered some to President Nez as well.
City Manager Clifton spoke of the reentry issues and reminded Council the discussion was coming forward soon, he stated the plan was for the discussion to take place after Spring Break so the city can monitor cases over break before bringing forward a reentry plan.
