Call to Order
In light of the continuing public health emergency, an emergency meeting was held to allow Council to receive legal advice on the impacts of Governor Ducey's Executive Order 2021-06. Under Flagstaff City Council Rules of Procedure, Rule 3.05, and also under ARS 38-431.02(D) authority exists indicating that in cases of emergency a meeting may be held without posting the typical 24 hour prior notice, so long as, no less than 24 hours after the meeting, the City posts a notice of the emergency meeting that occurred and any other permissible details. While it was originally not known whether there would be any publicly open discussion during the emergency meeting, it was clear that an executive session would occur. Ultimately, the meeting involved executive session only for legal advice on the impacts of Governor Ducey's Executive Order 2021.06.

Moved by Mayor Paul Deasy, seconded by Councilmember Jim McCarthy to recess into Executive Session.
