1.
Call to Order

Mayor Deasy called the Work Session of the Flagstaff City Council held November 30, 2021, to order at 3:02 p.m.

NOTICE OF OPTION TO RECESS INTO EXECUTIVE SESSION
Pursuant to A.R.S. §38-431.02, notice is hereby given to the members of the City Council and to the general public that, at this work session, the City Council may vote to go into executive session, which will not be open to the public, for legal advice and discussion with the City’s attorneys for legal advice on any item listed on the following agenda, pursuant to A.R.S. §38-431.03(A)(3).

3.
PLEDGE OF ALLEGIANCE, MISSION STATEMENT, AND LAND ACKNOWLEDGEMENT

The Council and audience recited the pledge of allegiance, Councilmember Shimoni read the Mission Statement of the City of Flagstaff, and Councilmember Salas read the Land Acknowledgement.
MISSION STATEMENT
The mission of the City of Flagstaff is to protect and enhance the quality of life for all.
LAND ACKNOWLEDGEMENT
The Flagstaff City Council humbly acknowledges the ancestral homelands of this area’s Indigenous nations and original stewards. These lands, still inhabited by Native descendants, border mountains sacred to Indigenous peoples. We honor them, their legacies, their traditions, and their continued contributions. We celebrate their past, present, and future generations who will forever know this place as home.

Public Participation

Public Participation enables the public to address the council about items that are not on the prepared agenda. Public Participation appears on the agenda twice, at the beginning and at the end of the work session. You may speak at one or the other, but not both. Anyone wishing to comment at the meeting is asked to fill out a speaker card and submit it to the recording clerk. When the item comes up on the agenda, your name will be called. You may address the Council up to three times throughout the meeting, including comments made during Public Participation. Please limit your remarks to three minutes per item to allow everyone to have an opportunity to speak. At the discretion of the Chair, ten or more persons present at the meeting and wishing to speak may appoint a representative who may have no more than fifteen minutes to speak.
Beautification, Arts, and Sciences Manager Jana Weldon addressed Council to show the new utility box wrap designs around the community.
 
5.
Review of Draft Agenda for the December 7, 2021 City Council Meeting
Citizens wishing to speak on agenda items not specifically called out by the City Council may submit a speaker card for their items of interest to the recording clerk.
City Clerk Stacy Saltzburg noted that the second read for Item 13E has changed to December 28, 2021.
 
A break was held from 3:10 p.m. through 3:20 p.m.

Vice Mayor Daggett encouraged more discussions with businesses about the benefits of employer assisted down payment programs.
 
Councilmember Shimoni asked for an update on the Internship Network. Mr. Saltonstall stated that they recently met with the Workforce Development Board and NAU to bring partners to the table to discuss opportunities for increased collaboration. All efforts are still active in growing the program.
 
Councilmember Sweet asked about the efforts to attract and retain staff for local businesses. Mr. Saltonstall stated that workforce development is key and they continue to work to develop relationships and opportunities to improve skills and connect people to employment opportunities. Economic Vitality Director Heidi Hanson stated that the Daily Sun and Flagstaff Business News have offered opportunities for businesses to advertise employment opportunities at a cheaper rate. Additionally, the team is always focused on recruiting businesses from out of the area which brings in more job opportunities for local residents.
 
Councilmember Shimoni asked about the possibility of expanding the electric vehicle incentive to electric bikes. Mr. McIntire stated that there are some funds available for incentives and they continue work with Sustainability to determine where those programs are best suited to mutually achieve each other’s goals. There will likely be some information coming forward as part of the upcoming budget process.

Climate Program Manager Jenny Niemann introduced Jalyn Gearries and Pilar Gutierrez, students from the NAU Climate Science and Solutions Master’s Program, who provided a PowerPoint presentation that covered the following:

Cinder Lake Landfill and ReThink Waste Plan Update

Councilmember Aslan left the meeting at 6:32 p.m.
 
Vice Mayor Daggett asked if the transfer station concept would allow for more recycling. Mr. Logan stated that he believes that it would but there is still a lot of work with the consultants to develop the modeling.
 
Councilmember Shimoni stated that outreach and education will be especially important as the new programs roll out. He encouraged videos and QR codes as part of the campaign materials.
 
Councilmember McCarthy stated that he would like to see city code changed to require all residential units like apartments and condos to provide for recycling and trash. Mr. Hanson noted that the State does not allow cities and towns to require recycling in multi-family units. Instead, the approach has been to encourage and educate as much as possible.
 
Councilmember McCarthy asked if smaller trash cans result in less trash at the landfill. Mr. Hanson stated that they continue to monitor metrics and tonnage; the concern is that the bulky rates would increase. The pilot program is allowing them to collect and review that kind of data.

Informational Items To/From Mayor, Council, and City Manager; future agenda item requests
Councilmember Shimoni reported that he will be hosting a Facebook event to discuss the history of bike planning in Flagstaff. He will also be meeting with NAU President Cruz-Rivera.
 
Vice Mayor Daggett reported that the Toys for Tots box has been placed in City Hall in the lobby. She encouraged people to bring in a new unwrapped toy to put in the box to be distributed among Northern Arizona children.
 
Councilmember McCarthy reported that MetroPlan’s monthly Executive Board meeting will be occurring on Wednesday, December 1, 2021.
 
Councilmember Sweet reported that the Winter Wonderland tree lighting event is that coming weekend downtown and Friday is First Friday Art Walk.
