Call to Order
The meeting was called to order at 1:01 pm by Chair Nicole Ellman.

APPROVAL OF MINUTES
 
A.
Consideration and Approval of Minutes: Housing Commission Meeting, October 28, 2021.  
Approve the minutes of the October 28, 2021 Housing Commission Meeting.
 

Moved by Khara House, seconded by Sandi Flores to approve the minutes from the October 28, 2021 Housing Commission meeting.

Vote: 10 - 0 - Unanimously

GENERAL BUSINESS
 
A.
Elect a Commission Chairperson and Vice Chairperson (one-year terms)
Commissioners thanked Chair Ellman and Vice Chair Khara House for their work for the past two years. 

Chair Ellman nominated Vice Chair House as the Commission's Chair for the next year. There were no other nominations or volunteers for the position.

Vice Chair House nominated Commissioner Tyler Denham as the Commission's Vice Chair for the next year. There were no other nominations or volunteers for the position.

The newly elected Chair and Vice Chair will enact their roles beginning the January meeting.
 

Moved by Nicole Ellman, seconded by Karen Flores to elect Vice Chair House as the Commission's new Chair for the upcoming year.

Vote: 10 - 0 - Unanimously

 

Moved by Nicole Ellman, seconded by Khara House to elect Commissioner Denham as the Commission's new Vice Chair for the upcoming year.

Vote: 10 - 0 - Unanimously

 
B.
December 16 Housing Commission Meeting - Canceled due to scheduling conflict and issues with quorum.
Ms. Leah Bloom, Housing Project Manager, indicated the next Housing Commission meeting will occur in January. 

Commissioner Devonna McLaughlin inquired about when meetings will return to in-person, rather than virtual. Ms. Bloom provided a brief answer.

DISCUSSION ITEMS
 
A.
Discussing and Action on 2022 Housing Bond Recommendations for City Council
Finalize 2022 affordable housings bond recommendation for City Council
Housing Director Sarah Darr, Assistant Housing Director Justyna Costa, Chair Ellman, and Commissioners who lead the emergency, rental, and workforce housing informal working groups gave a verbal presentation on the proposed Housing Bond 2022 recommendations. Commissioners and Council Liaison had a thorough discussion about existing affordable housing assistance community data, logistics and language of the recommendations, timeframes, potential negative impacts of a bond, income limits, assistance amounts, Flagstaff affordable housing needs, survey results, and strategies for clear recommendations moved forward to the Citizen's Bond Taskforce, which will then move recommendations forward to the City Council.

Public comment was provided by Mr. Joe Galli from the Greater Flagstaff Chamber of Commerce, who also thanked Chair Ellman for her work on the Commission.

Commissioner Milazzo motioned, Vice Chair House seconded, unanimous vote to present the recommendations with the amounts as they are to the Citizen's Bond Taskforce, with the understanding of a potential revision to the emergency housing recommendation made by the emergency housing informal working group.

INFORMATIONAL ITEMS TO/FROM COMMISSION MEMBERS, STAFF, AND FUTURE AGENDA ITEM REQUESTS
 
A.
Update from Housing Authority Commission Member
Commissioner Moses Milazzo stated the November meeting was canceled and there are no updates to discuss.
 
B.
Update from Housing Commissioners and other informational items
Commissioner McLaughlin asked questions about ARPA fund distribution, to which Ms. Darr responded.

Vice Chair House asked a question regarding the hospital space proposal, to which Ms. Bloom responded.

Chair Ellman expressed her gratitude to Commissioners and Council Liaison Becky Daggett for their support through her tenure as Chair.
 
C.
Update from Housing Staff
Ms. Darr stated updates regarding the 10-Year Housing Plan document are upcoming and gave a brief update about two items City Council requested the Housing Commission be involved in - high occupancy housing and tiny homes for those experiencing homelessness.

Ms. Bloom stated upcoming meetings will be scheduled and sent out by email to Commissioners.
