Recommended Protocol for Members and Other Participants

All commissioners should have their microphones on mute to keep the background noise out of the chat room. The chair of the meeting should ensure everyone has an opportunity to speak if they would like. Commissioners should use the chat function to inform the Chair they would like to make a statement and the Chair will announce the Commissioners to speak in the order they appear in the chat.

Public Participation

The Commission cannot act upon items presented during the Public Participation portion of the Agenda. Individual Commission members may ask questions of the public but are prohibited by the Open Meeting Law from discussion or considering the item among themselves until the item is officially placed on the Agenda. Each public comment or presentation will be limited to five (5) minutes.
Keith Becker, issues/problems -regarding handicap accessibly in Sunnyside, vehicles parked on sidewalks, sandbags, and snow. Trash cans are on the sidewalks, none of this gets looked at resolved or moved. I have contacted PD, witnessed people with sight assistance and canes being forced to walk in the street, and service animals, oxygen tanks, scooters, walkers, and strollers forced to walk in the street, and children on bikes forced to ride in the street, child almost got hit. We need to do something about this it is critical to all citizens. Went before pedestrian community to no avail and reported to police department to no avail. and code compliance officers responded to a letter. In the letter they stated the ramp crossing the driveway was not considered a sidewalk, we could use ADA laws, to prevent this.

Commissioner Jamie Martinez stated, we will put this discussion on the agenda for a later date, this is something we need to discuss.

Commissioner Russell Randall agreed, and thanked Keith for bringing it to our attention.

Commissioner Monica Attridge suggested, we have the appropriate personnel from the city on hand to let us know on the laws to address this issue.

Estella Hollander for NAPTA – turned it over to Kate Morley:
Downtown connection-update of the universal design. We haven’t achieved all the goals but we are working on it, we made changes to the top of the ramps where they come out at the same place, however we are having trouble with the rise run to have universal design for the ramp work, the distance between the elevation is too narrow and we have to elevate it up to 6 feet for flood plane and we will keep working on it. Moving forward on December 8th we go to the planning and zoning commission. We have flexibility to change that if we find an engineering team to make the changes we need in the design for elevation. We are acknowledging that we have not been able to meet all the goals of this commission.

Commissioner Randall: Long term what are we looking at for accessibility for this building?

Katie Morley stated. this is the long-term plan unless there are engineering changes that can be made in time to help the distance between the ramp issues.

Commissioner Monica stated, looking at the plans this looks fairly steep on the slope, I am not sure if the rest of the commission could answer to that. Do we know if the slope is 5%?

Katie Morley stated that it was.

Commissioner Randall, we are concerned about inclusivity and accessibility. People who have wheelchairs have accessibility as well as those who do not. We would encourage your engineers to have both and have everyone be able to have inclusivity and accessibility to go into the building in one entrance.

At our last meeting we had two really good speakers, Scott Newman, shared information on individual people who were disabled to have funding for entrepreneurship, programs called started U and started High. Program for adults and youth. I will share the contact information with the group. A speaker from Job Corp Terri white, sharing opportunities for disabled people to join Job Corp. I also have the link for our transition fair, I will email it to Alan Keay.

Commissioner Monica approved minutes, Commissioner Russell Randall second the motion.
There was no opposition the minutes were approved.

ACTION ITEMS
 
A.
Martin Ince, Mobility Project manager: Presentation about Active Transportation Masater Plan Follow-up.
Martin Ince gave a presentation that over viewed the Active Transportation Master Plan for the city for walking and biking. He stated that they had been  reaching out to the community and getting their feedback and from that we have been giving presentation to boards and commission on the project. Prioritize list of projects are sidewalks, bikes, FUTS, crossings, bridges, and tunnels. For Inclusive and adaptive living the plans are for mobility, more viable transportation based on universal design for all users. Better mobility for seniors can help them be more active and social. We are working toward equity and inclusion for pedestrian that includes universal access for walking and biking.
Commissioner Randall thank you for sharing information. Through the use of universal design comes into play, and I think that is good, could you tell us more about the grant to the foots?

Martin Ince- submitted a grant November 18th regarding buffalo Park. We are presenting to the City Council on December 8th authorizing us to accept the grant should it be awarded.

Commissioner Alexander Davenport- what about safety has that been addressed?

Martin Ince- I think that one’s of its plans, and goals was to make walking and biking safer.

Commissioner Randall: I see the bike lanes are being set up with curves and pools, is that part of the plan.

Martin Ince- The treatment being used on butler and beaver came from a citizen because of the crash that happened in May it is being used as a pilot project.  We will learn from it, and then decide it is usable in other streets.

Discussion on Flagstaff Police Department Presentation from the August Meeting
Dan Musselman Flagstaff Police Department- Answered Follow up  questions to presentation he gave in August.

Commissioner Randall:  You mentioned previously that the crisis invention training is a 40-hour course and only 20% have gone through the course.

Dan Musselman that was my estimated, but Mr. Turley has pulled updated numbers for us.

Ryan Turley stated, Currently we are at 27% on our benchmark we are above the 20% have a new training coming up in January 15 officers will be taking the training along with the Sheriff’s department and any other departments that can attend.

Commissioner Randall: Is there any plans to increase our numbers above 27%?

Dan Musselman: Yes, we have classes that include other departments but due to covid we did not have participation last year, we are down 25 to 26 officers right now, and for staffing purposes getting officers off their duties is hard due to staffing shortages and would become an officer safety issues, most people stay 2 years  with their employers but we have had 22 officers leave our organization this year alone. Our goal is to get more people trained in the CIT program.

Commissioner Randall: Mental health first aid program is only at 75% is there a plan to get it to a 100% ? 

Dan Musselman yes, we are working with the stronger is one coalition to do the classes, covid hit, and we tried to go virtual and it did not work, so that group has another meeting next Monday and we are looking at moving forward with other classes, our goal is to get everyone trained in that course.

Commissioner Randall: You mentioned that you have never arrested a disabled person?

Dan Musselman: That I know of, but I might have and wasn’t aware of it.

Commissioner Randall: I have a disability you might not be aware of it, are officers trained on knowing how to detect disabled people?

Dan Musselman: Yes, we do training related to disabilities, but if someone doesn’t disclose it, we might not have any way of knowing, but the training does teach the officer on the methods to approach etc.

Chris Gulvna: We have classes on understanding people, Death sensitive classes, classes on emotional and psychological for autism spectrum. How they are different whether it is hearing, sight, touch. 

Commissioner Randall, Okay, that answers the questions that I have and what I was looking for. As a commission we see across the country that sometimes folks that are on the spectrum have had very severe consequences for not acting as they should around police officers. I am glad our officers are receiving training. I would encourage as much of that training to be held as possible.

Dan Musselman: I agree we are up against some issues in terms of staffing etc. but it is a priority here.

Commissioner Randall thanked him for coming.

Commissioner Jamie Martinez: Can we sit in on some of the training to audit them?

Dan Musselman: Stated, yes for an in-person class, the virtual training requires membership. I will circle
around to Chris to see what we have available and reach out to you with that information.

Alan Keay Human Resource Manager will present on how Human Resources ensures that
people who are differently abled are represented as City of Flagstaff employees in
November's meeting
