Approve the minutes of the Heritage Preservation Commission Regular Meeting held November 17, 2021.

Approve with condition the submitted Cultural Resource Study as a Phase 1 Study meeting minimum submission requirements that includes mitigation with finalized mitigation monitored for compliance by the HPO.
David Hayward: Asked whether legal is present
Sara Dechter: Stated that legal did not appear to be present
David Hayward: Noted that he had considered purchasing this property and wondered whether recusing himself from discussion and decision-making is appropriate
Sara Dechter: Stated that the commission could break and she could call legal or David Hayward could recuse himself
David Hayward: Stated that he would recuse himself and that Emily Dale (Vice-Chair) would take over for the agenda item
Emily Dale: Agreed to operate as chair for the item
Emily Dale: Asked Mark when the asbestos abatement took place and when the windows were removed
Mark Reavis: Replied that he had not identified exact dates but that the windows were removed at some point in 2021. Also noted that the state permits asbestos abatement so we don’t have that information.
Applicant, David Hart (EnviroSystems): Introduced himself to the Commission and provided an overview of the property:
- Historically significant to Flagstaff
- Has some distinct architectural features
- Building has had many problems incl additions and remodeling
- Believes the windows were removed at some point in May of 2021
- Believes building was beyond the point of salvage
Charlie Webber: Asked David Hart when the building stop being used as a mortuary
David Hart: Responded that it was in use up into the 1990s
Chris Papalas (Consultant): Stated that it appears to have been used as a residence for a while, but hard to determine when exactly
Shelli Dea: Asked whether there were any hazard concerns beyond asbestos
David Hart: Believes that there are but doesn’t have specific details on that as part of the report
Chris Papalas: Stated that there is also structural concerns with the building as well
Mark Reavis: Noted that appendix a contains the report
Guillermo Cortes: Noted that an additional recommendation was to look at the sewer connection for possible hazard issues
Emily Dale: Asked Mark to expand on the reuse of the stone from the building
Mark Reavis: Explained that it was some level of mitigation that seemed appropriate for the facility and that a certain amount of stone will be salvaged and become a frontage feature. Noted that he had always anticipated a phase 2 for any property development but that the windows being removed made that infeasible
Shelli Dea: Asked if there were any more specifics as the amount of stone that will be reused
Mark Reavis: Responded that it is not likely to be a high percentage of the stone.
Emily Dale: Asked whether the stone reuse would come back to the commission for approval or whether Mark would just approve that
Mark Reavis: Responded that he would approve that on his own
Guillermo Cortes: Stated that the goal would be to use as much of the stone as possible and that the development will be bungalow style
Mark Reavis: Believes the bungalow concept is a good approach within the existing context

Amy Horn: Thanked the applicant for the presentation and the clarifications it gave to the project
David Hayward: Asked whether Mark was satisfied that the current proposal satisfies the certificate of appropriateness requirements
Mark Reavis: Stated that he was satisfied at this point and applauded the applicant for the presentation
