Call to Order
NOTICE OF OPTION TO RECESS INTO EXECUTIVE SESSION
Pursuant to A.R.S. §38-431.02, notice is hereby given to the members of the Heritage Preservation Commission and to the general public that, at this regular meeting, the Heritage Preservation Commission may vote to go into executive session, which will not be open to the public, for legal advice and discussion with the City’s attorneys for legal advice on any item listed on the following agenda, pursuant to A.R.S. §38-431.03(A)(3).

Moved by Shelli Dea, seconded by Amy Horn to approve the minutes of the regular meeting of the Heritage Preservation Commission held on February 16, 2021.

Vote: 5 - 0 - Unanimously

PUBLIC HEARING

Headline Salon small Facade Grant
Address:  113 E Aspen Ave
Assessor's Parcel Number:  
Property Owner: Sandra Tann 
Applicant:  Tesano Contracting
City Staff:  MR HPO

A request for a $900 Facade Grant
Approve a facade grant for up to $900 at 113 E Aspen Street with the condition of no adverse effect to the historic character of the building by working with the HPO for compliance.
Mark Reavis: Gave brief overview of the project and request for matching facade grant.

Emily Dale: Asked for clarification on whether this is the same project that the commission approved previously.

Mark Reavis: Confirmed that it was the same project.
 

Moved by Shelli Dea, seconded by Caitlin Kelly To Approve a facade grant for up to $900 at 113 E Aspen Street with the condition of no adverse effect to the historic character of the building by working with the HPO for compliance.

Vote: 5 - 0 - Unanimously

GENERAL BUSINESS
 
A.
Flagstaff Regional Plan Update Scoping and SWOT Analysis
Have HPO present Regional Plan Update and HPC participate in the SWOT (Strengths,  Weaknesses, Opportunities, and Threats)
Commission members discussed and agreed to move the SWOT portion of agenda item A to the next months commission meeting. 

Mark Reavis: Gave the Regional Plan Update presentation to the commission (did not include the SWOT analysis portion).

Sara Dechter: Introduced the platform that the commission will use in the next meeting to perform the SWOT analysis.
 
B.
Flagstaff Festival of Science 2022
Gauge interest in the Commission participating in the Flagstaff Festival of Science and ideas for workshops or events that the Commission could host.
Sara Dechter: Informed the commission that the 2022 Flagstaff Festival of Science will have a focus on preservation science and suggested that the commission or individual commissioners host or organize an event.

Emily Dale: Proposed idea of a Southside historic tour.

Charles Webber: Suggested possible visitations to projects that the commission has approved grant funding to help with preservation.

Sara Dechter: Proposed putting together a list of such projects as well as additional ideas.

Charles Webber: Added that maybe finding projects that include an energy efficiency component too.

Emily Dale: Suggested a historic sign tour.

Shelli Dea: Added that maybe the commission could put together a self-guided tour of some of these things.

Charles Webber: Asked whether there was an existing audio tour of NASA sites in the city.

Sara Dechter: Was not sure.

Emily Dale: Suggested a future brainstorming session before the festival.

MISCELLANEOUS ITEMS TO/FROM COMMISSION MEMBERS
Sara Dechter: Noted that there is still one vacant commission position and encouraged commission to think of people that might be interested. Also noted that some commissioners are due for reappointment - included note to Charles Webber that he is likely up for reappointment.

Sara Dechter: Noted that the new planning director, Michelle McNulty, is now reviewing HPC agendas.

Sara Dechter: Provided information to commission on return to in-person meetings - we have not been given a date for return to in-person meetings and have also been told that commission will be able to continue with hybrid meetings.

Vice-Chair Emily Dale adjourned the meeting at 4:36 PM.
