Approve the Minutes of the December 15, 2021 Heritage Preservation Commission Meeting.
Moved by Caitlin Kelly, seconded by Shelli Dea to approve the minutes of the regular meeting of the Heritage Preservation Commission held on December 15, 2021.

Is for the Historic Preservation Commission Review to amend the mitigation for the Phase1 Cultural Resource report for the El Pueblo (Motor Court) Motel, allow for the demolition of the motel office building, while retaining the Route 66 significant sign and detailed porch roof structure as a feature along the road frontage.
Approve the amended mitigation for the Phase 1 Cultural Resource Study of the El Pueblo Motel by allowing:
- the demolition of the office building with construction of an interpretive wall structure that incorporates the Route 66 signage and existing porch roof as mitigation,
- Preservation of the remaining historic structures as hotel rooms with an alternative design that meets Secretary of Interior’s Standards for Rehabilitation, and
- Allow the HPO to review future submittals and the interpretive materials administratively.

The original Phase 1 Cultural Resource Study and mitigation were approved in February 2020
Carl Schaffer – Ideation design group: gave presentation about the project and changes from the initial approved site plan.
David Hayward: Asked whether the new multi-story structure in the rear is new to the project.
Carl Schaffer: Clarified that It was a part of the initial approved plan.
David Hayward: Asked Mark Reavis to expand upon process and whether the rear building is a part of it.
Mark Reavis: Clarified that it is not part of the application process. The current process is only to amend the mitigation for the phase 1 cultural resource study. The new building is under standard zoning code standards.

For a Certificate of Appropriateness for an addition to the existing garage that adds an upper floor and small at grade back addition and includes the demolition of the alley encroaching stone building on the back of the parcel for a required yard.
Approve the Certificate of Appropriateness for 312 N Mogollon with the condition to provide a privacy fence at the east boundary of the parcel and with the following exemptions:
- The garage as an adaptive reuse is allowed “at the house frontage” and
- A cultural resource study letter report is not required for demolition of the stone structure.

Amy Horn: Asked whether parking and use of space is within the purview of HPC? Asked to clarify where the process goes from HPC hearing.
Mark Reavis: Clarified that those elements are not within HPC purview and the it would go directly to building permit where planners would review project against zoning code.
Emily Dale: Asked whether the property consists of the stucco garage and attached stone building.
Mark Reavis: Confirmed that was the case.
Emily Dale: Asked whether we know why there is a garage on the property and whether it was originally apart of another property.
Mark Reavis: Explained that it was part of another property which is now separate.
Emily Dale: Asked whether there are elements of the stone building on another property.
Mark Reavis: Clarified that there are not elements elsewhere on the adjacent property.
Tyler Scantlebury (representing owner): gave presentation about the project.
Discussion
Shelli Dea: Asked for clarification on what the future holds for the stone on the chicken coup.
Tyler Scantlebury: Stated that he discussed with Mark and considered incorporating the stone into new building, however it would be challenging
given the condition of the stone.
David Hayward: Asked whether there was reason behind keeping garage.
Tyler Scantlebury: Explained that is was a combination of sentimental value and structural integrity.
Amy Horn: Provided a Sanborn fire map dated 1916 through 1948 showing the former property configuration.
Public Comment
Duffie Westheimer: Gave public comment on the property and expressed concerns including:
- Parking challenges
- Future use of the property
- Deck facing
- Demolition of the stone building
David Hayward: Stated that he is satisfied that no cultural resource study is required. Added that he has concerns about the garage being on the front of the property which is not in keeping with the Townsite overlay characteristics.
Emily Dale: Stated that she was concerned about the building’s use and that it did not read as a single-family home.
David Hayward: Clarified that the use does not fall within the purview of the HPC – nothing in townsite guidelines that HPC is responsible for dictating use.
Emily Dale: Stated concerns about losing unique spaces in Flagstaff.
Sara Dechter: Clarified – townsite requirements do not specify use restrictions.
Amy Horn: To architect – Asked about the second story deck and privacy implications.
Tyler Scantlebury: Stated that they can look at putting the deck on the other side.
Shelli Dea: Agreed with statements that were made regarding the deck and garage.
David Hayward put forward motion to deny the COA citing not allowing the exemption for the garage doors at the front of the house.
Moved by David Hayward, seconded by Shelli Dea to deny the Certificate of Appropriateness with the rationale that the commission feels it is not appropriate to provide the exemption.

Discussion
Emily Dale: Asked whether there were any plans to reuse original building materials.
Andy Bryan: Stated that, yes, some of the existing malpais will be used in landscaping.
David Hayward: Asked whether the porch posts are going to be similar peeled logs.
Andy Bryan: Stated that they intend on finding a product that will mimic original but with a higher fire rating.
David Hayward: Suggested that solid logs may have a high enough fire rating.
Moved by Emily Dale, seconded by Shelli Dea to approve a Certificate of Appropriateness with the following condition, the architectural plans should fully reflect the original character of the 1928 design and includes the unique birds nest detailing at the gable end ridge.
Vote: 5 - 0 - Unanimously
Per Flagstaff City Code 10-30.30.030, the Historic Preservation Officer shall regularly review consent matters with the Heritage Preservation Commission. Consent approval by the Heritage Preservation Officer is an administrative review and approval that occurs outside of a public meeting.
