Recommended Protocol for Members and Other Participants

All commissioners should have their microphones on mute to keep the background noise out of the chat room. The chair of the meeting should ensure everyone has an opportunity to speak if they would like. Commissioners should use the chat function to inform the Chair they would like to make a statement and the Chair will announce the Commissioners to speak in the order they appear in the chat.

Information Items To/From Inclusion and Adaptive Living Commission Members

Vice Chair Russell Randall- I was able to attend the meeting on the butler interchange and the loan tree overpass; the transportation meeting. There were a lot of things discuss that our commission would like to have input on, so I invited the planners and the project managers to attend our meeting.
Chair Person Jamie Martinez stated, I think that is a great idea.
Vice chair Russell Randall- requested that Alan Keay invite them.
Alan Keay stated that he will put that on next month’s agenda to have a discussion.
Alex Davenport- stated that he is resigning from commission due to another opportunity that relocated him to Utah, and that he will actively seek people to join this commission.
Vice Chair Russell Randall- Thanked Alex for his service.
Mayor Deasy- stated that we still have a good stock of N 95 mask if you know anyone who needs mask they can contact me directly, we will arrange for individuals to get them. You can re-use them, after use put them in a paper bag and air them out for 5 days, and then they can be re used. I also have K 95 not as advance or approve method than the N 95 but are much better than the cloth mask.
Chair Person Jamie Martinez- asked if he was approved to get the mask.
Mayor Deasy – stated that he was and that we want to get the mask out to the everyone to decrease the spread of Omicron virus.

Alan Keay staff Liason

Alan Keay stated he will be reaching out to Stacey Fobar to assist with looking for new commission members and getting applications out to folks.

Alex Davenport asked if we could have someone with Kachina Village apply even though they are not in the city limits

Alan Keay- stated he will double check with Stacey Fobar to see if we could recruit from that area.

Chair Person Jamie Martinez, stated, that in the past we have people from outside the city limits serve as a Liaison.

Estella Hollander Staff Liaison, NAIPTA

Estella Hollander- stated here is our update on mountain line go. The pilot program that mountain line has put on this new service that is flexible transportation. The service is focused on the Huntington corridor area. and is real time hail, same day service for a ride. We are hoping wait time is 20 minutes are less to book a ride, in addition you can use an app called mountain line go to reserve a ride or there is also a call-in option.
Ridership update: We launched on November 1st, and only had 12 rides on the soft launch but in December we had 62 boardings, and 82 in January. On time pickup in November was 100% December was 92% a little bit of an operation structure issue there, but it went back up in January to 100%. Trips booked with the app in November was at 70% December was at 42% and January was at 62% and then a 100% each month with customer review mainly those who were using the app service.

Vice Chair Russell Randall asked is it a target group of consumers for Mountain line go.

Estella Hollander- yes thank you right now most people are coming from the shelter, or folks who need to go to Walmart, we will be doing more outreach to let the community be aware of the service.

Monica Attridge stated, we would like to see more people from Hozshoni using the service but due to Covid that has been a challenge but we hope to get more people to use the service.

Michelle Eisenberg, Student Liaison HOZHONI- was out sick

Vice Chair Russell Randall reported for her on the Northern Arizona Community of practice transition team. He stated, In our last meeting we had a presentation from Jeremy Musgrave who works in the supporting and inclusive practices and college program and I serve on the advisory board for that. The program support folks who want to go to college who may not have the academic support they need to go school. We have about 20 folks in the program these are people who have intellectual disabilities, and we are providing support for them.

Chair Person Jamie Martinez- thanked Vice Chair Russell Randall for the report.

APPROVAL OF MINUTES

Amendments:

From the December 28th, 2021 meeting:

Chair Person Jamie Martinez stated that phrase differently disabled, change to differently abled. When referring to the Flagstaff Urban Trail Systems. FUTS. Spelled out incorrectly as FOOT and it should be FUTS.

Monica Attridge stated, regarding our language we want to put the person first. People first language, for example, people with differing abilities.
Chair Person Jamie Martinez- agreed, always put the person first, because the disability is only part of who the people are.
Lisa Keita stated, I acknowledge your changes, and will get it taken care of.

Vice Chair Russell Randall stated he had some editorial changes under Item Number 5 information items

He stated, it would be the Mountain line Go project instead of the Transportation and go project., and the community of practice team is Northern Arizona Community of practice Team. Another change in item number 5 would be the statement from Vice Chair Russell Randall mentioning that he is working with folks in TUBA City to assist them in forming a Community of Practice Transition team.

Chair Person Jamie Martinez asked with those amendments do we have a motion to approve?

Vice Chair Russell Randall stated, I so move.

Monica Attridge second the motion.

There was no opposition the minutes were approved with the amendments.

A.
Jeremy DeGeyter Project Manager for Capitol Improvements City of Flagstaff.

Here is our update regarding Library Accessibility (Ramp)A quick update on the Library ADA entrance project. Many of you have been involved in this project over the last several months we also worked with B pact and the city council ultimately, we did end on the concept 2 preserving the existing memorial tree, located right behind the existing sign, and incorporating that into the design of the entrance.

Where there were some safety concerns with an integrated art piece, we were working with risk management and we created a mockup of the air piece to show where it shows we elevated any sharp edges, and added a handrail, to further remove hands from the neighborhood of the art piece. It will still be interactive but with addressing the safety concerns.

The inclusivity approach is what we adopted here to bring everyone together, and the conception plan was adopted, we are working with a third-party review who specialized in ADA compliance and there was special consideration for flood plane areas, an added in IT structures that reduce redundancy for fiber throughout the city.

No substantial changes from the original design. We previous talked about adding saw cut lines in the path, we have changed that to a slight texture change instead of the saw cut pattern. We are expecting next week we will receive our civil plan approval that will allow us to put the project out for bids. We are hoping to start work in Spring of 2022 and wrap up of the Summer of 2022.

Chairperson Jamie Martinez- stated, he is excited about the project and that the Commission on inclusion and adaptive living had a significant part in the project.

Scott Overton Division Director of Public Works

Scott Overton, stated, I will be speaking about issues within our sunny side adjacent areas north of cedar, and the paradise area of the museum flood watch. I will walk you through some of the history of the community.

The summer of 2019 we had the large Museum fire, we almost immediately started having conversation about flooding, we did short term mitigation measures which were sand bags and barriers.

We had received feedback in terms of flows and watershed where we identify that the spruce wash would be the most impacted wash from the burn scar, starting on the top of paradise drive north of Linda vista, then enters the city on an above ground system and then goes under Linda Vista, and then comes in behinds the homes located on Grandview and Monte vista.

There is an open channel that travels and traverses to that short area to cedar avenue to the south side, then goes to the Dortha crossing where the storm water system moves to all underground hybrid system with overflow above ground, and the majority should stay under ground then traverses to the Sunnyside neighborhood until it reaches route 66, and then it enters the larger storm basin system at ADOT, then continues south fourth street to butler rd. until it ultimately winds up in the tributary Rio de flag just south of Butler ave.

That is a very difficult way of saying we are weaving a very difficult post wildfire situation through one of our most urban environments. Summer of 2021 with the Monsoon we had 5 floods, the short-term measures did what they needed to do, we are now looking at moving from short term to mid to long term migration methods. We are looking at street issues and home issues with a feasibility study.

We are making improvements also to Dortha crossing and other crossings were there needs to be change. We understand that this has created challenges for the community.

We like to get your feedback regarding this issue, and welcome feedback from the community.

Vice chair Russell Randall: stated, our role is to make sure things are accessible and inclusive as possible. Always be sure to consider people who are mobility challenge with regards to all our mitigation challenges.

Discussion Follow-up: “How people who are differently abled are represented as City of Flagstaff employees.”

Chairperson Jamie Martinez, we have a follow up discussion on How differently able people are represented in the city of flagstaff at The HR level.

Alan Keay, stated, I don’t have anything specific, but have spoke with Chairperson Jamie Martinez and Vice Chair Russell Randall on developing training, and Vice Chair Russell Randall had some questions.

Vice Chair Russell Randall stated, one of my questions was on the EEO report that was in the previous discussion, was that EEOC or EEO?

Alan Keay, that was EEO, a report that identifies all different ethnicity.

Vice Chair Russell Randall, also stated, other question is about the survey, that is a survey that goes out every 5 years.

Alan Keay, stated correct, we are looking at sending the survey out more frequently.

Vice Chair Russell Randall stated, regarding the survey is that one question on a long survey or is that kind of a stand-alone survey? is that people not responding to the survey or not answering on the survey on the 98% not doing it?

Alan Keay- it’s a combination of both, those who do not want to self-identify or turning back the survey in at all. We can train the city employees, so they feel more comfortable at self-identifying.

Chairperson Jamie Martinez, stated, we also want to do a 1-page document to help someone with a developmental disability through this process and include it in the application process.

Alan Keay agreed and stated that would be including in the training process.

Alan Keay also stated he would send out the survey for them to review.

Alan Keay stated he will reach out to NAU to get that on the agenda.
