Approve the Minutes of the March 16, 2022 Heritage Preservation Commission Meeting.
Moved by Charlie Webber, seconded by Caitlin Kelly to approve the minutes of the regular meeting of the Heritage Preservation Commission held on March 16, 2022.

A request for a $10,000 matching Historic Facade Grant for the Riordan Mansion for a $98,000 stone and mortar preservation project.
Recommended Motion: " Approve a $10,000 matching grant for Stone & Mortar Preservation Project at the Riordan Mansion with work in compliance with the US Secretary of the Interior Standards for Preservation that includes a video recordation product produced and provided to the Flagstaff Heritage Preservation Program."
Deny the application based upon language in the Facade Program.
Nikki Lober, Riordan Mansion Director - Gave a presentation about the project and how the grant funds would be used.
Charles Webber - Stated that he had wondered how the project would fit with the grant requirements but felt Mark had answered that prior to the presentation.
Mark Reavis - Added that the site is a tourist destination that draws people to Flagstaff, who then spend money and contribute to tax revenue.
Moved by Shelli Dea, seconded by Charlie Webber to approve a $10,000 matching grant for Stone & Mortar Preservation Project at the Riordan Mansion with work in compliance with the US Secretary of the Interior Standards for Preservation that includes a video recordation product produced and provided to the Flagstaff Heritage Preservation Program.

This is a request by the applicant for review and accept the Phase 1 and 2 Cultural Resource Study (CRS) as full mitigation provided by the CRS. The Study was commissioned by Clayton Companies of Scottsdale, AZ and prepared by Cornerstone Environmental Consulting, LLC of Flagstaff AZ.
Approval with Condition: Accept the combined Phase 1 & 2 Cultural Resource Study with the condition of additional mitigation. The applicant is to finalize appropriate mitigation by working in conjunction with the Heritage Preservation Officer (HPO). (See recommended motion in Staff Report)

David Hayward - Chair - Recused himself from item because he is the project manager for the project and the developer is a family friend.
Emily Dale - Vice-Chair - Assumed chair for the item.
Josh Edwards, Cornerstone Environmental - Gave a presentation about the project and background on May Hicks.
Charles Webber - Asked how the building fits into the district and the integrity of the setting.
Josh Edwards - Explained that the house fits into the district as a unique residence and an integral historical component of the block - both because the block didn't have many residences and because it was the long-time home of May Hicks.
Mark Reavis - Provided additional information about the project and the historical importance of May Hicks. The home was offered to Southside Land trust to move, but it was determined that they were not going to move the house.
Caitlin Kelly: Offered initial motion - no second. Staff clarified that the motion needs information on mitigation.
Mark Reavis - Clarified that the motion needs a condition of mitigation.
Moved by Charlie Webber, seconded by Shelli Dea to approve with condition the submitted Cultural Resource Study as a Phase 1 and 2 Study meeting submission requirements of historic research and property recordation. As a condition of approval, the applicant shall provide onsite mitigation on the subject parcel or integrated with the new development to provide a physical installation, that is accessible to the public, that acknowledges the achievements and contributions of May Hicks an instrumental woman in Flagstaff and State History with finalized mitigation to be monitored for compliance by the HPO. Mitigation to include signage or ramada that talks about May Hicks and her life and legacy in Flagstaff.

- Review the Flagstaff Regional Plan 2030 for its Strengths, Weaknesses, Opportunities, and Threats
- Go to the website emailed to Commission members, log in, and fill in the Brainstorm step of the Group Map exercise by Tuesday, May 17. Staff will review entries and combine duplicates prior to the meeting.
- Review the entries as a group at the meeting and prioritize them.
Sara Dechter - Led the commission in a discussion of the ideas commissioners contributed to the SWOT analysis. Noted comments about map clarity and usefulness. Clarified how some of the maps in the Regional Plan are used.
After discussion, commissioners that were present rated all ideas on their importance on a scale from 1-10.
Summary of the SWOT results are attached to minutes.
