1.
Call to Order

Mayor Deasy called the Work Session held August 29, 2022, to order at 3:04 p.m.

NOTICE OF OPTION TO RECESS INTO EXECUTIVE SESSION
Pursuant to A.R.S. §38-431.02, notice is hereby given to the members of the City Council and to the general public that, at this work session, the City Council may vote to go into executive session, which will not be open to the public, for legal advice and discussion with the City’s attorneys for legal advice on any item listed on the following agenda, pursuant to A.R.S. §38-431.03(A)(3).

3.
Pledge of Allegiance, Mission Statement, and Land Acknowledgement

The Council and audience recited the pledge of allegiance, Councilmember McCarthy read the mission statement, and Councilmember House read the Land Acknowledgement.
MISSION STATEMENT
The mission of the City of Flagstaff is to protect and enhance the quality of life for all.
LAND ACKNOWLEDGEMENT
The Flagstaff City Council humbly acknowledges the ancestral homelands of this area’s Indigenous nations and original stewards. These lands, still inhabited by Native descendants, border mountains sacred to Indigenous peoples. We honor them, their legacies, their traditions, and their continued contributions. We celebrate their past, present, and future generations who will forever know this place as home.

Public Participation

Public Participation enables the public to address the council about items that are not on the prepared agenda. Public Participation appears on the agenda twice, at the beginning and at the end of the work session. You may speak at one or the other, but not both. Anyone wishing to comment at the meeting is asked to fill out a speaker card and submit it to the recording clerk. When the item comes up on the agenda, your name will be called. You may address the Council up to three times throughout the meeting, including comments made during Public Participation. Please limit your remarks to three minutes per item to allow everyone to have an opportunity to speak. At the discretion of the Chair, ten or more persons present at the meeting and wishing to speak may appoint a representative who may have no more than fifteen minutes to speak.
Gary Wright addressed Council and he complimented Eli Reisner and the contractors doing work on Talkington. He also addressed the flooding and the mitigation of the flooding and stated that he thought the City Government was doing a great job.

Christal M. Albrecht, the Coconino Community College Interim President addressed Council to introduce herself and talk about the partnerships between the City and the Community College including the upcoming police academy and the Habitat for Humanity home project. 
 
5.
Review of Draft Agenda for the September 6, 2022 City Council Meeting
Citizens wishing to speak on agenda items not specifically called out by the City Council may submit a speaker card for their items of interest to the recording clerk.

6.
City Manager Report
City Manager Greg Clifton highlighted some items from his report including:
  • Neil Chapman appointment to the Federal Wildland Fire Mitigation and Management Commission
  • The kidnapping on August 24th and the successful outcome
  • LED lighting replacements at facilities
  • Sandbag and flood mitigation efforts
Economic Vitality Director and Interim Deputy City Manager Heidi Hansen gave a brief overview of the Economic Vitality report. She highlighted:
  • The new flyflagstaffaz.com website for the airport
  • The new FLG In-Flight Newsletter
  • The new Airport social media
  • Terminal marketing revenue stream
  • New airport advertisement
  • Runway improvements with new striping
  • Enplanements
  • The extension of the Flower Project to the 4th Street Gateway
  • The Coconino Scroll at the Airport with the start of the ground medallions
  • The ADA Library Entrance improvements
  • Lone Tree Beautification update
  • The Kiosk maintenance for ParkFlag has been completed
  • EDA meeting will be held in Flagstaff
  • Panda Express is under construction on the east side

Councilmember McCarthy mentioned that he received over 500 shares of a picture of himself on the side of Mt. Elden with the Arizona Lunar Legacy shirt. Ms. Hansen asked Councilmember McCarthy to share the picture with her.
 
Councilmember Aslan asked about the Airport Public Announcements. Ms. Hansen stated that the messages are almost ready and staff will contact Council soon to record the messages. 
 
Parks, Recreation, Open Space, and Events Director Rebecca Sayers shared the first PROSE Newsletter. Highlights included:
  • New play structure at Thorpe Park.
  • Trail Counts
  • The Buffalo Park Accessible Trail
  • Parks and Recreation Month
  • Open Space Bug Safari
  • Volunteer Events
  • Events such as Concert in the Parks
 
7.
Film Industry Update in Flagstaff, Arizona
Convention and Visitor Bureau Communications Specialist Meg Roederer and Arizona Commerce Authority Film and Digital Media Director Matthew Earl Jones gave an update and overview of the Arizona film industry. Ms. Roederer introduced Peter Kershaw who is a film producer working in Flagstaff as well as Marketing Specialist Sabrina Beard who assists with permits and film needs. She also displayed and spoke about the flagstaffarizona.org/film/ Website.

Councilmember Aslan spoke about why he requested an update on this topic and that he was happy to see how far along the process already is.
 
Councilmember McCarthy asked what scene in Casa Blanca was filmed in Flagstaff. Mr. Kershaw answered that the scene where Victor Laslo spoke to Humphrey Bogart in the bedroom.
 
Councilmember Shimoni stated that he is unsure what the next steps for Council are and commented to ensure sensitivity around culture in the area. CVB Director Trace Ward stated that the film budget is $1,300 and that staff is very conscious of Indigenous peoples and that they will involve the Coordinator for Indigenous Initiatives Rose Toehe.
 
Councilmember Aslan stated that he would like to see the budget increased and talked about his experience with film in Prescott.

Councilmember Aslan asked if there was anything else Mr. Earl Jones can share about the bill. Mr. Earl Jones stated that it is an infrastructure bill for things like film houses that are over 10,000 sq. ft. with $25 million set aside for filming on site.
 
Councilmember Shimoni addressed the local emphasis and the relationships with the Indigenous community. He asked if there was a potential for a strain on housing for the local communities. Mr. Earl Jones stated that he does not know. He stated that there is a lot of room for growth without straining the resources and it would be up to the City where that line would be. Ms. Roederer added that most of the production requests utilize traditional accommodations.
 
8.
Post-wildfire Flooding Update
Public Works Director Scott Overton, Project Engineer Adam Miele, Stormwater Services Manager Ed Schenk, Project Manager Julie Leid, Assistant Parks and Recreation Director Amy Hagin, Water Services Operations Manager Patrick O’Conner, Finance Director Brandi Suda, and Public Affairs Director Sarah Langley  presented an overview of flood mitigation efforts.

Councilmember McCarthy asked if the design is for the sediment to drop in and then have staff move the sediment out for the next incident. Mr. Schenk stated that a new service will be maintenance of the basins.

Mr. Overton thanked everyone for their work and told Council that there will be a joint conversation with the County coming soon.
 
Stephen Puhr addressed a Coconino County Planning and Zoning meeting in 2016 regarding the City building Fire Station 5 and the culvert issue. He stated that the culvert was built incorrectly and is the cause of the flooding on his street. The culvert needs to be addressed now.
 
Jennifer Kottra addressed Council regarding the culvert.
 
Written comments from Kyle House and Sherman Stephens were submitted asking the Council to address the inadequate culvert system.
 
Mayor Deasy asked if there is a timeline for showing the benefit of proposed projects and will it occur prior to November. Ms. Leid stated that there will be a menu by then, but details will not be available. The scope of work for Phase II is conceptual. Mr. Overton added that the engineers are making certain that the projects are designed but that the details will need to be worked on for quite some time.
 
Councilmember McCarthy asked about the 180 culvert and if the pipe will be replaced. Mr. Schenk stated that the 36-inch pipe had homes built on it so it will require a new footprint. There are a lot of partners in this project so it is difficult but it is high priority and being worked on.
 
Mayor Deasy asked if the footprint would be north of Stevanna Drive. Mr. Schenk stated that the work will be done north of Stevanna so that it does not impact homes. Mr. Schenk also addressed requests of funding and alternative ways of funding since it does not qualify under the ADOT emergency funding.
 
Vice Mayor Sweet shared her gratitude to staff who worked on the flooding events.
 
City Attorney Sterling Solomon added his thanks to Senior Assistant City Attorney Christina Parry for her work with the detention basins.

10.
Informational Items To/From Mayor, Council, and City Manager; future agenda item requests
Vice Mayor Sweet spoke of the League Conference.

Councilmember Aslan shared details on the upcoming Field Trip for Coconino Plateau Watershed focusing on the watershed and uranium mining.
 
Councilmember House welcomed NAU and CCC students. She shared she recently attended the Bare Aspen Wine Tasting for Special Olympics of Northern Arizona. She also shared that Regional Plan Visioning Workshops have begun and the informational pamphlet is now available on the City’s website
 
Councilmember McCarthy spoke of representing Council at a meeting with the Army Corps of Engineers.
 
Councilmember Salas spoke of attending Arizona League of Cities and Towns. She thanked every member of Team Flagstaff, especially those involved in flooding mitigation. She also congratulated Mr. Clifton for his third anniversary with the city.
 
Councilmember Shimoni mentioned attending the League Conference.
