Recommended Protocol for Members and Other Participants

All commissioners should have their microphones on mute to keep the background noise out of the chat room. The chair of the meeting should ensure everyone has an opportunity to speak if they would like. Commissioners should use the chat function to inform the Chair they would like to make a statement and the Chair will announce the Commissioners to speak in the order they appear in the chat.

Information Items To/From Inclusion and Adaptive Living Commission Members
 
A.
New Commission Members to give Bio of themselves and why they wanted to serve on this commission.
Rachel Simukonda- resident of flagstaff all her life, currently disabled, has a son that is disabled, brings a unique perspective for people that are differently disabled.
Jeremy Musgrove - work at NAU support students who have intellectual disabilities, marine corp veteran, wants to advocate for individuals with disabilities.
Keith Becker-lived in flagstaff for 44 years, works at community college for 24 years, volunteer as ADA coordinator for picket in the pines, president of flagstaff Gem and Mineral society. Married to a person who is visually challenged and I am hearing challenged. My motive for joining the commission is working on solutions for correcting accessibility obstacles.
Sarah Dorman- I am a Mom of two boys 13 and 16 My husband and I have been married for 22 years and lived in flagstaff for 16 years. My youngest son has autism is effected more profoundly and minimally verbal, I find it challenging for him to be a part of our community, my goal is to make his voice heard for the disabled community, and be a part of the community and is accepted.
Stephanie Birdwell- I work in the disability resources at NAU was a special education director and a special ed teacher and now I am working with college students with disabilities.
Chair person Jamie Martinez thanked everyone and mentioned he needed a co chair. Rachel simukonda volunteered her interest in the position.

Staff Participation
 
A.
Alan Keay Staff Liaison: Lisa Keita to update on Hybrid Commission Meetings.

We are now in phase 4 at city hall which has allowed us to go hybrid and have our meetings at city hall. There is a challenge with getting a room reserve, but there will be equipment available for us to use.
Chair person Jamie Martinez, asked when will the hybrid meeting will start.

Lisa Keita- it started last month, there was a challenge with getting people trained to operate with the new equipment, and reserving the room, but I can get with Stacy to see when the room is available.

ACTION ITEMS
 
A.
Discussion on City of Flagstaff Voluntary Self Identification Form to improve in differently abled staff participation.

Alan Keay- Our discussion is a request from former Vice Chair Russell Randall, what we are looking at in the discussion is our government form that we do every 3 years. There is an opportunity to implement some changes from a city level, to get participation from city employees to let us know where our opportunities are. What do you see that could be put into the form so that people will be more participatory in the process. We have had a low participatory rate, what could we be identifying to help individuals feel freer in participating in this process.

Rachel Simukonda, with having a child with traumatic brain injury he refuses to identify with anything other than that, and where is this disseminated at I have been in the city for 50 years and haven't seen it.

Alan Keay, when send it out to all city employees every three years, then put together a percentage of people that responded. last time it was less than 20% and most declined to answer.

Stephanie Birdwell- in my work people have to self identify between ADA and IDEA, one of the challenges is explaining the benefits of self identifying and I wonder if there is any possibly of including something like that so that a person knows how it can be helpful to them.

Alan Keay- stated, that is a great example of something we can use to help people be more comfortable self identifying
We can talk off line to go over some of the wording you used in the pass.

Alan Keay- we can bring this up again for recommendations.

Chair person Jamie Martinez agreed, and asked about training for the form.

Alan Keay- stated Lisa Keita our HR Analyst will be working on this with myself.

Sarah Dorman, stated, some people are not comfortable with their journey and might be uncomfortable self identifying more people might do it if they could do it anonymously.

Chair person Jamie Martinez stated, that would give us a higher percentage if they were able to do that.

REPORTS/DISCUSSION ITEMS
 
A.
Robert Wallace Open Space Specialist City of Flagstaff Parks, Recreation, Open Space and Events, to present on The Greater Observatory Mesa Trail Plan Draft.

Mr. Wallace did a presentation and overview of the Observatory Mesa Trail Plan Draft, Addressed what location the plan addresses, how the plan is created and how it addresses preservation and recreation, what the plan proposes, and next steps, along with opportunity for feedback.
The presentation covered areas where the implementation of ADA trails and and adaptive mountain biking.
