Recommended Protocol for Members and Other Participants

All commissioners should have their microphones on mute to keep the background noise out of the chat room. The chair of the meeting should ensure everyone has an opportunity to speak if they would like. Commissioners should use the chat function to inform the Chair they would like to make a statement and the Chair will announce the Commissioners to speak in the order they appear in the chat.

Information Items To/From Inclusion and Adaptive Living Commission Members

Commissioner Keith Becker- I would like for us to maybe start a briefly monthly brain storming discussion on how we cn help make our sidewalks safe and usable for all citizens, but with the focus of course on those that are facing life challenges. The discussion could center on sidewalk safety problems that Commissioners observe or public when they participate, observe, and are out and about, and then brainstorm on possible short-term and long term solutions.
Chairperson Jamie Martinez- I really like that idea and we'll make that happen. If you could place that on the August agenda that would be terrific. I understand Many of those challenges being a wheelchair user myself. So thank you Keith.

Lisa Keita Staff Liaison/Alan Keay -We brought up this in last month's meeting, the hybrid format with this commission. It's a matter of us seeing how we can secure rooms and bring that to the commission, look at the accessibility for those options so that's still in the works just giving you a quick update.
Chair person Jamie Martinez- Thank you Alan, I truly appreciate you and Lisa both working on that it will be great to have the possibility to see everyone in person once again.

Estella Hollander Staff Liaison, NAIPTA

Hi I am the mobility planner with Mountain Lion the public transit for flagstaff. I work closely with Jamie on another commission, which is the Coordinating Mobility Council which focuses on transportation challenges for older adults and people with disabilities. I work on a variety of different projects to help bring some better access to certain areas, as well as paying close attention for transportation for older adults and people with disabilities. I am here to provide updates on things that Mountain Lion are working on. If any Commissioners would like more of a specific topic or specific update just let me know. A quick update today, Coordinating Mobility Council, has some different paratransits writers that has a nonprofit. It's a group of people who discuss issues surrounding people with disabilities and older adults. Our next meeting is August 26th, from 11:50am and I would love to have some participation from this group if anyone would like to attend because this meeting specifically, we are actually doing a brainstorming session, adding some more strategies and plan. Feel free either to aks Jamie, and it can get to me if anyone is interested , I will put my email in the chat.
Update on Mountain Lion pilot project, which covers the Huntington industrial corridor, that was launched this past November, the project has been funded approved to continue.
Commissioner Jeremy Musgrove- I have a quick question on Mobility Council, is this something that's available to the public and how does it work exactly?
Estella Hollander's It's fairly loose and not as strict as this commission, we don't have to have a quorum, so it's definitely welcome to any member of the public. You can send me an email of people you have in mind, and I can add them to the invite.

Michelle Eisenberg, Student Liaison HOZHONI

I work full time at the Hoseyni Foundation as the employment manager over here. I am also on another committee called the Northern Arizona Community of practice. We have a summer break right now, but we are actually having our summer retreat this week on Thursday where we will be setting everything up for next year, and I have been voted chairperson for that committee. We deal with transitioning students from school to work program and our looking for some members, mainly parents. Individuals with disabilities, and some students might want to attend those meetings, they are usually the 3rd Tuesday of the month at 2:45. If anybody is interested, I put my email in the chat for you to reach out to me. I am also on the committee with Estella for the micro transit program, and we are excited that program is fully funded now. If any one has any questions, ask away.

A.
Jeremy DeGeyter Project Manager for Capitol Improvements City of Flagstaff. Update
Regarding Library Accessibility (Ramp)

Quick update, I know much of the Commission has turned over in the last year so this is about our library project that started. We are updating the current library's entrance because it is not AdA accessible, and does not meet the rules and requirements of f the standard, so this project has been in the works for a couple of years. We worked early on this with this Commission to identify and adopt a inclusive design. We also worked with stakeholders at NAU utilizing their experts related to universal design and inclusivity. This is being funded by beautification funding and library funding.
There will be a sloping of the walkways both from the Aspen sidewalks and from the parking lot at the library that make their way up to the library entrance. We will have a plaza area that's up at the same level as the entry, and we'll have some art pieces. So there is also another components of this project. Where an artist has been involved and embedded into the project.

Part of the design team is with the WLB group did the the engineering and landscape design and our artist was really salingers with Joan Studio.

Once we completed design and got to all the approvals that we needed, we did attempt to award this contract through our job order contracting. This is sort of like an on call. Contract of contract has or that the city has with existing contractors around town.
We were unsuccessful in that effort. We got some initial price in that was significantly higher than we could afford and we ultimately decided to go the traditional low bid or hard bid approach, which we actually advertise this out to the public. Bids closed at the end of June, we were able to go to Council and it was approved at the July 5th City Council meeting on their consent agenda.

To Shultz contracting, they're out of Mesa, AZ. They will, they have, they have won the project. We're currently working through all the startup processes contractually and so on, getting things in place and we are targeting.

Turn around time is the first or second week of August to actually get the project underway. We are anticipating it's gonna be about four months or so. So we'll be wrapping up hopefully sometime in December. So we are hoping to get this thing done by the end of the year, but we'll see what the weather has for us.
So that's a quick update on where we stand. We we have very much appreciated this Commission interacting with you all and getting the feedback as we work through design and we will certainly be having some form of a ribbon cutting ceremony and things like that. One, we actually open things up and there may be some form of a delayed groundbreaking Once council is back in session we will certainly offer an opportunity for any Commissioners here that would like to attend or be a part of that.
We appreciate all feedback but with that I am happy to answer any questions that you may have.
Chairperson Jamie Martinez- What a joy it's been to work collaboratively on this project with you. I would like to be included in the ribbon cutting ceremony when that does happen I 'm very excited about it. This project and it's completion in December so we will hope for good weather.

City Website Accessibility Update by:

Northern Arizona University

Sean Kugler, went over the the updates and changes on the flagstaff City Coconino County Library's website.
Including: New elements regarding guidance and help on the website for people who have any kind of motion sickness related to epilepsy and brain injuries. He walked the commissioner through the website changes and updates.

AGENDA FOR NEXT MEETING

Chairperson Jamie Martinez- for future agenda items please see Alan, or myself, and we will make sure that these get placed on future agendas. We will ensure Keith, that your agenda item will be placed on the August Agenda, Alan do we have any agenda items for Augusta that we already are away of.
Alan Keay stated, Keith would be the first, so I would encourage anybody to be thinking about it sooner rather than later you definitely want to get those to be atleast a week out that way we can get them posted. Normally it goes out on a Friday, then we have until 10am the following Monday to make changes. The reason why it is at 10am is because noon is the cut off, and it gives us time to make the changes. and then get reposted on the city's website and post it in City Hall.
