Call to Order
NOTICE OF OPTION TO RECESS INTO EXECUTIVE SESSION
Pursuant to A.R.S. §38-431.02, notice is hereby given to the members of the Heritage Preservation Commission and to the general public that, at this regular meeting, the Heritage Preservation Commission may vote to go into executive session, which will not be open to the public, for legal advice and discussion with the City’s attorneys for legal advice on any item listed on the following agenda, pursuant to A.R.S. §38-431.03(A)(3).

LAND ACKNOWLEDGEMENT

The Heritage Preservation Commission humbly acknowledges the ancestral homelands of this area’s Indigenous nations and original stewards. These lands, still inhabited by Native descendants, border mountains sacred to Indigenous peoples. We honor them, their legacies, their traditions, and their continued contributions. We celebrate their past, present, and future generations who will forever know this place as home.

Due to Open Meeting Laws, the Commission cannot discuss or act on items presented during this portion of the agenda. Moved by Shelli Dea, seconded by Caitlin Kelly to approve the minutes of the August 17, 2022 Heritage Preservation Commission meeting.

PUBLIC HEARING

Lone Tree Overpass ROW Clearance - Letter Report by HPO
Address: 507 & 511 E Brannen Ave 
Assessor's Parcel Number:  104-01-020D
Property Owner:  City of Flagstaff
Applicant:  City of Flagstaff
City Staff: Mark Reavis, HPO preparing Letter Report 

Review the Letter Report prepared by the Flagstaff HPO Mark Reavis, because the HPO can not approve his own report.
Accept the letter report to allow for the demolition of 2 homes on the parcel to allow for the construction of the Lone Tree Overpass. HPO recommends that efforts be made to preserve the stone from the garage for potential incorporation into the Lone Tree Overpass project as mitigation for the demolition of the 2 homes.
Accept the letter report to allow for the demolition of all structures on the parcel without conditions.
The Lone Tree Overpass project already includes the creation of public park space and public art tied to interpretations of the area's history and cutlure.
 

Mark Reavis: provided a brief presentation about the project, noting that it is a City project and that as a cost saving measure he has taken on the letter report. Stated that since he cannot approve his own letter report, it has been brought to the Heritage Preservation commission to review. 

Shelli Dea: Asked whether the structure was going to remain intact or whether just the stone was being used. 

Mark Reavis: Stated that he has asked to retain the structure but that he is still working on it and will be meeting with contractor to discuss. Believes the structure is unique and worth saving and that the overpass can avoid that. 

Mark Reavis: Clarified that he is putting forward a recommended motion but the commission can amend it to include support for retaining the structure. 

Amy Horn: Asked whether there is the possibility that the building will be adaptively reused? 

Mark Reavis: Stated that yes, the property might be adaptively reused and incorporated into the project. Noted that there are also structres to the south that may need to be demolished for the project.

Amy Horn: Asked whether any of the additional structures will be demolished and whether they are historic? 

Mark Reavis: Replied that yes, they are. 

Sara Dechter: Showed map and properties that have yet to be evaluated and stated that 3 S Colorado St and back structure.

Mark Reavis: Added that 424 E Butler will also be potentially demolished.

Charles Webber: Asked whether the building could be saved in place or more likely moved? 

Mark Reavis: Stated that concept is to save it in place. 

 

Moved by Shelli Dea, seconded by Amy Horn to accept the letter report to allow for the demolition of 2 homes on the parcel to allow for the construction of the Lone Tree Overpass. HPO recommends that efforts be made to preserve the stone from the garage in its entirety for potential incorporation into the Lone Tree Overpass project as mitigation for the demolition of the 2 homes.

Vote: 4 - 0 - Unanimously

Update Educational: Review of Townsite Overlay Standards and Guidelines by HPO

Address:  Townsite Overlay District.  
Mark Reavis: Suggest moving this item to the next meeting and asked the commissioners to review ahead of time and be ready to discuss.
 
B.
"Fireshed" Fuel Reduction Project - US Forest Service
Item of discussion informing Heritage Preservation Commission of allocation of HPOs time with the project.
Mark Reavis: gave a presentation about the fuel reduction program and his role in cultural resource surveys. The intent ir to do additional fuel reduction in the surrounding forest and for Mark to lead the cultural resource study's.

Sara Dechter: Noted that the forest service is hoping to execute this partnership agreement by the end of the federal fiscal year. This means that the city fire department would be hiring an archeological services of someone to go out and do surveys with the grant funding. Mark would provide oversight and run the consultation process.

Charles Webber: Stated that this is a neat model to get this type of work done and asked whether the city working with the county to identify project areas?

Mark Reavis: Noted that the forest service has provided the parameters.

Sara Dechter: Noted that the areas were identified by the Flagstaff Watershed Protection Project priorities. So the priorities have been identified with the Forest Service already.

Sara Dechter: Gave a shout out to Mark for his work on the Schulz creek project.

Sara Dechter: Asked commissioners to continue to help recruit for open commission meetings.

Emily Dale: Noted that the festival of science is happening this week and that there are a number of archeology events happening.

Mark Reavis: Stated that he is giving a talk at 7PM on saturday at Riordan Mansion.
